The Timaru Council is urging building owners to take action

 


Notifications were issued to owners of “priority” buildings in Timaru who failed to arrange earthquake assessments of their buildings, or to apply for extensions, outlining the council’s plan to treat properties as “earthquake prone.”

The council’s process of identifying the “ priority buildings ” began in January 2019 and ended in May 2020, after identifying strategic roads and streets for the directorate.

It includes high-use buildings and buildings located along strategic roads, which are considered “at risk” due to their location within the city and the nature of the building.

All owners of buildings that have been identified as priority buildings have been advised that an engineering assessment is required to determine if the building is rated as less than 34 percent of the New Building Standard (NBS), said Jason Ellis, Timaru County Council Building Control Manager, which It is considered “earthquake prone.”

Ellis said that the building owners were offered the opportunity to apply for a 12-month extension, with 53 owners accepting the offer. Ellis said the council had sent 71 notices to priority building owners who had failed to take any action to inform them that “the council will proceed as if the building was prone to earthquakes.”

Those owners, he said, and any buildings rated as less than 34 percent of NBS would now have to do any required seismic work within 12.5 years.

Non-priority buildings, which have been declared earthquake-prone, should be strengthened by about 24 years.

One building owner who contacted Stuff said they were not satisfied with receiving the council letter and said they are waiting until an engineer can make the required assessments which could be late in April 2021.

They also complained about a $ 420 fee charged for placing an earthquake-prone building notice on the building.

Ellis acknowledged there is a “bottleneck” in carrying out assessments, in large part due to Covid-19 and dwindling resources.

“We appreciate that this can be a very stressful process for building owners, but doing nothing is not actually an option,” he said.

“There is an imperative of health and safety at the heart of the legislation.”

Ellis said the council will host workshops in the new year to provide building owners with more information about the process.

Ellis said the $ 420 fee was a way to recoup the cost of the time it took to evaluate the building and contact the owner.

“The whole idea is to identify buildings that are vulnerable to potential earthquakes,” said Ellis.

“Our responsibility lies within the legislation, which is largely proactive as required by the legislation.”

In 2018, the council began defining “priority roads” and streets in order to first identify which buildings were priority for the assessment.

Ellis said that although they have until July 2022 to assess all priority buildings within those areas, he completed their inventory earlier this year.

“So we are about two years ahead of schedule. We have until 2027 to identify important buildings in non-priority areas.”

According to the Ministry of Business, Innovation, and Employment (MBIE) registry, 36 buildings in Timaru Town were prone to earthquakes, of which 31 were considered priority buildings.

There are 16 buildings registered as earthquake prone in Geraldine, of which 13 are considered priority buildings, and 25 are in Temuca, of which 24 are considered priority buildings. Almost all earthquake-prone buildings in Temuca are located on King Street.

There are also four earthquake-prone buildings registered at Pleasant Point, of which three were considered priority buildings.

Ellis said that the Timuka and Geraldine survey began before Timaru town, which is why there are many buildings that are proportionally prone to earthquakes.

“We expect the Timaru number to increase dramatically over the coming months,” Ellis said.
