On Tuesday, Congressman John Garamindy (of California), a senior member of the House Transportation and Infrastructure Committee that encompasses 200 miles of the Sacramento River and adjoins several major ports, secured key provisions in the Water Resources Development Act of 2020. (S.1811) for the California Delta and Central Valley.

The legislation passed in the House of Representatives on Tuesday and the Senate is expected to pass it with strong bipartisan support and become law this year.

“This bipartisan legislation supports dam projects across the Sacramento Valley, which will provide critical protection from floods and make local communities more resilient in the face of climate change,” Garamindy said. “I have included provisions in this law to allow and accelerate the establishment of flood protection and aquatic ecosystem restoration projects, address harmful algal blooms in the Sacramento delta San Joaquin, and give local agencies greater flexibility in using Federal Army Corps funds to meet local needs. Together, Congress has provided the federal support necessary to keep major flood control projects in the Sacramento Valley on time and in budget heading into flood season. “

Congressman Jaramundi obtained the following provisions in the “Water Resources Development Act of 2020” (HR7575):

Delta “focus area” for the New Army Corps harmful algae program Plum: Working with Rep. Marc Desoulnier (CA-11), Garamendi included all five California Delta counties (Contra Costa, Sacramento, San Joaquin, Solano, and Yolo) as the “focus area” for the program New Army Corps Harmful Algae Breeding Demonstration to identify causes, and implement measures to effectively detect, prevent, treat and eradicate HABs associated with dredging and flood control projects in the Military Corps. This will help protect the delta’s valuable ecosystem from toxic algal blooms.

Restoration of the Yuba River Ecosystem: Garamendi secured a license from Congress for the Yuba River Ecosystem Restoration Project. Once completed, this project will restore approximately 178 acres of aquatic and curvilinear habitat along the lower Yuba River, between Engelbright Dam and the confluence of the Yuba Rivers and Rivers, downstream of the Marysville River.

Yolo Bypass System Improvement: By working with Representative Doris O. Matsui (CA-06), Garamendi has embedded the Yolo Bypass System Improvement Act to develop a coordinated planning and review process for all federal repossession and permit projects at Yolo Bypass.

Sacramento – San Joaquin Delta and Levees Islands: Working with Representative Jerry McNerney (CA-09), Garamendi secured congressional authorization for the Delta Islands and Levees Ecosystem Restoration Project, at the request of the California Department of Water Resources. This project will restore the delta’s inland ecosystem and provide vital flood control.

Riverbed Gradient Restoration Facility in Sacramento: Garamendi moved control of the Riverbed Gradient Restoration Facility in the Sacramento River to the Glen Colossa Irrigation District. River bed tiered restoration structures were constructed along the 205 and 206 miles of the Sacramento River Flood Control Project, as part of the Fish Sieve Improvement Projects for the City of Hamilton Pumping Station.

Western Pacific Intercept Channel: Garamendi transferred control of a portion of the Western Pacific Intercept Channel to the Three River Levy Improvement Authority, removing this channel section from unnecessary inspection, operation, and maintenance by Army Corps as it no longer served a purpose.

San Francisco Bay to Improving Navigation in Stockton: Working with Representative Jerry McNerney (CA-09), Garamindy quickly completes the Army Corps feasibility study for the San Francisco Bay Navigation Improvement Project to Stockton. This feasibility study examines the deepening of John F. Baldwin and Stockton Deepwater canals for ships from their current depths of -35 feet, meaning the water level drops to -40 feet and the dredged sediments usefully re-used for swamp restoration of steep islands in the Sacramento Delta of San Joaquin.

Flood Risk Management in City of Woodland and Lower Cache Creek: Garamendi quickly completed the feasibility study for the Army Corps’ bottom cache flood risk management project with the City of Woodland, Central Valley Flood Protection Board, and California Department of Water Resources to reduce flood risk and reduce The cost of flood insurance for landlords.

Sacramento Regional Water Bank: Working with Rep. Doris O Matsui (CA-06) and Amy Berra (CA-07), Garamendi expanded environmental infrastructure assistance for the Army Corps into the Sacramento area to include all of Sacramento County and increased from $ 35 million to $ 45 million From the authorized federal funding to support the development of the Groundwater Bank proposed by the Sacramento Regional Water Authority.
