Joint operational tool for risk assessment at the time of COVID-19
JRA OT provides a step-by-step guide for joint qualitative risk assessment
A multi-sectoral “One Health” approach is needed to address complex health threats at the human-animal-environmental interface. Since 2017, the Tripartite (FAO-OIE-WHO) has led a technical working group to develop and pilot a Joint Operational Risk Assessment Tool (JRA OT), an implementation tool linked to the Tripartite Zoonoses Guide. JRA OT is designed to support countries in applying a consistent and harmonized approach in assessing the risks posed by zoonotic disease hazards.
Between 2018 and 2020, JRA OT was piloted in 19 countries in all six WHO regions, and this included two regional trainings of trainers in Senegal and Tunisia. Following iterative refinement and improvement, JRA OT provides decision makers and technical experts with a 10-step approach to creating a system for conducting joint qualitative risk assessments. JRA OT results are used to support policy communication, risk mitigation, and improved planning and preparedness for zoonotic diseases, contributing to health security at the national, regional, and global levels.
Creating a hybrid model for the implementation of JRA OTs in the country in response to the implementation challenges posed by COVID19
Despite the successful use of JRA OT by state pilots, the COVID-19 pandemic has complicated the ability to provide support to facilitate engagement in the country. But ironically, the zoonotic nature of COVID-19 has made JRA OT more relevant and necessary than ever. The tripartite JRA OT secretariat mobilized to identify opportunities for virtual facilitation and hybrid models – i.e., combining on-site participation and remote network support – for JRA implementation in the country. This process has led to the development of freely available training of JRA OT network facilitators, pre-recorded video presentations and the use of communication platforms such as Whatsapp, Zoom and Jamboard for working group activities.

The first hybrid JRA workshop was held in Egypt in October 2020 with about 20 participants present on site and remote support from Tripartite. This hybrid facility was designed to meet government policies for COVID-19 and was supported by colleagues from Egypt-based EMRO. Participants were asked to undergo online training JRA OT: Training for implementers before joining the first day of the workshop, and pre-recorded presentations allowed for the inclusion of a facilitator from the headquarters (HQ) as needed. Real-time question and answer sessions are organized with facilitators from headquarters and simultaneous translation is provided. The Whatsapp Group has ensured that local and EMRO facilitators are always connected to the headquarters and that they can be supported in a timely manner.

the same approach was further adapted for a series of workshops held in Indonesia in December 2020. To reduce the risk of exposure to COVID-19, 50 participants from the national and subnational levels selected from different ministries were divided into three “groups”. Moderators from FAO and WHO government offices provided personal relief and were supported, as requested by headquarters leaders, with live and pre-recorded presentations and technical inputs during question and answer sessions.
Planning for the future – Purifying virtual materials and resources for better implementation
An evaluation of the observation of these two newly developed hybrid approaches shows that virtual materials and network engagement can support the effective use of JRA OT. However, it remains important that state and regional offices from across the tripartite feel well supported. The use of additional technologies, such as freely available online training and applications (Whatsapp, Zoom and Jamboard), allow state and headquarters coordinators to effectively coordinate real-time communication. This cooperation between FAO, RES and WHO in jointly implemented activities is unique and highly valued by countries in their efforts to strengthen their multisectoral “One Health” approach.
