Milan Churnik from the village of Strachnik, 10 kilometers from the destroyed city of Glena, was trying to alert government officials that his reconstructed house had not met construction and safety standards for 20 years. Unfortunately, the 6.4 magnitude earthquake that devastated Sisak Moslavina County in Croatia last Tuesday, killing seven and wounding dozens, proved his point.

My house was rebuilt after the war in 1996, but the foundation wasn’t done properly. I immediately realized that once you took the concrete in your hands it broke. People were tricked into the theft thinking it was a rebuilding. ”Škornjak said, pointing to the broken walls and foundations of his smashed home. His family currently lives in a donated camp trailer in the front lawn.

His house was one of 25,000 family homes rebuilt from 1996, after the war. According to preliminary estimates, 15,000 homes have been severely damaged posing a safety risk, while 3,000 properties are expected to be destroyed in the coming weeks.

When Škornjak returned to his village after the war ended in 1995, the only thing left of his property was a well. The most important thing for him at that time was quickly getting a roof over his head. He admits that quality was not his concern at the time.

However, after several years of rebuilding the house, he began to notice the red flags. Most noticeable and disturbing was the poorly constructed foundation and low quality ceiling tiles. Shkornjak filed a formal complaint in 2000, in an effort to alert authorities about potential safety risks. His “Kafkan” experience led him to Glena, Pietringa and Sisak. Ultimately, he traveled to Zagreb, where he tried to file a complaint with the Central Housing Office.

I was carrying papers door to door, trying to force the government to fix my house. All they gave me were empty promises while being sent to the next office. I even spoke with the foreign minister who promised to help me. But then he started avoiding my calls, and whenever I called, his aides told me he was on vacation. ”Škornjak explained.

Other local residents of Strašnik also share their experiences with the media.

“All they did, its performance was fast and poor. The concrete reinforcement was not properly attached to the iron from the concrete blanket. My father, a construction worker, tried to warn them at the time that they were not adhering to the standards, but they made fun of it.” Tomislav said Šubi, neighbor of Škornjak.

They never required us to sign any paper at the end of the project. With the furniture in hand, the job is done. It was all very messy and there was a lot of robbery at the time. Nobody can stop it. We just wanted to reclaim our house. ”Šubić added.

The current Governor of Sisak-Moslavina County Ivo Shinic, an architect by profession, was responsible for the reconstruction in the late 1990s.

Shinic confirmed in an interview this week that more than 90% of homes in Strasnyk, one of the villages hardest hit by the earthquake, were rebuilt during his reign. However, liability for damage rests exclusively with private contractors, he says.

The reconstruction of Sisak Moslavina in the late 1990s was one of the largest projects in the history of Croatia. More than 150,000 family homes have been rebuilt to the professional standards of the time.
