Jan 10, 2021 – As the dust surrounding the recently reconstructed family homes in the Banija region did not seem to subside, we continue to follow stories in the Croatian media asking what exactly happened, if anything, after the homeland war with Operation Reconstruction.

We recently wrote about a clip on a Croatian TV show from 1998 in which the quality of work was questioned while rebuilding family homes after the Fatherland War. This is not the only case in which the same question has been raised, and many Croatian media have been writing about the problems these homes are facing.

Many homes rebuilt after the Fatherland War (in the late 1990s) were completely destroyed by the earthquake in the Benija region, although there were laws in the 1990s that clearly stated that any new buildings must be built to resist earthquakes such as earthquakes. It is important, however, to make a clear distinction between homes that were completely rebuilt after 1995, and those that were just rebuilt in order to remove damage from the war. Those homes were not completely rebuilt, but the old foundations were used and built on, and they were not strengthened to make them more earthquake-resistant, but rather were made habitable as quickly as possible. In fact, it was stated in the rules that the goal of reconstruction is to return homes to the same condition they were in before the war, without improving anything related to the homes.

One of the experts who spoke to Jutarnji for their article, a construction engineer, Milan Kernugorak, explains that many of the homes have been refurbished to what they were before the war, but that still wasn’t enough to make them earthquake-proof with such strength.

Tvrtko Salitrežić of the company that was in charge of overseeing construction work in the earthquake-struck Banega area says his company has done everything according to projects and laws, and they still have documents for those projects that I oversaw and no one asked to see those documents. Residents of Strachnik showed reporters their private homes, as the bricks slipped away due to the lack of reinforced concrete in the structure of those newly constructed homes. Engineer Salitrežić answers that this method of construction followed the laws at the time and that it is perfectly fine to have a smaller house without any reinforced concrete inside the structure. He adds that Strašnik was, unfortunately, where the epicenter was, and that according to information from the field he has, none of the houses they were responsible for have been destroyed, while only 20 percent of the homes will have to go through serious reconstruction now after the earthquake.

Hopefully this time some reinforced concrete will be used in Benija.
