The WHO Executive Board emphasizes the need for a better response to the impact of emergencies on public health on mental health
The importance of integrating mental health into public health emergency preparedness and response plans was emphasized by WHO Member States at a meeting of the WHO Executive Board in January 2021. Delegates expressed strong support for the adoption of the Decision on this topic, proposed by Thailand and co-financed by more than 40 Member States, at 74th session of the World Health Assembly, scheduled to meet in May 2021.
“The COVID-19 pandemic strongly reminded of the importance of integrating mental health into public health preparedness and response plans,” said Dévora Kestel, director of the World Health Organization’s Department of Mental Health and Substance Use, after the discussion took place. “Incorporating this issue into the next session of the World Health Assembly is an important next step towards better preparedness to provide people with the support they need for their mental health during future public health emergencies.”
During the discussions, a number of specific requests were made to the WHO Director-General:
- providing technical support to Member States for monitoring changes and disorders in mental health;
- that the WHO assist Member States in promoting and expanding access to inclusive, integrated, evidence-based primary and social mental health and psychosocial support services, including during public health emergencies;
- to strengthen the WHO’s capacity to work on mental health at the global, regional and national levels; and
- that mental health be systematically integrated into all aspects of the work of the WHO Secretariat on universal health coverage.
The Executive Board also encouraged Member States to:
- develop and strengthen, as appropriate and as part of a society-wide approach, the timely and quality provision of the full range of mental health services and psychosocial support as an integral part of the health system; and
- allocate adequate financial resources for mental health, include mental health knowledge among other health professionals and study the impact of COVID-19 on mental, neurological and substance use conditions and their consequences, sharing lessons learned with the Secretariat and Member States.
Member States discussed with concern the particular impact of the COVID-19 pandemic on adolescents, women (partly due to an increase in domestic abuse and sexual assault), people living in humanitarian settings and people who have problems with drug abuse. They also reported on the stigma, discrimination and human rights violations faced by people infected with COVID-19, especially workers at the front, during the pandemic. They highlighted approaches that they believe are key to addressing the growing demand for mental health support in their countries, including: community-based approaches that are affordable and accessible; providing support through telehealth and digital resources; and training of health workers and other personnel at the front for psychosocial support.
In May, the World Health Assembly will also consider a proposal on preparedness and response to the consequences of mental health in humanitarian emergencies, as well as updated implementation options and indicators for the Comprehensive Mental Health Action Plan 2013-2030.
