WHO publishes quality criteria for national health adaptation plans
Climate change is already affecting human health and health systems, and the burden on communities and health systems is expected to increase further with rising temperatures.
To respond to the growing impacts of climate change and build climate-resilient health systems, states can develop and implement a National Health Adaptation Plan (HNAP) as part of the national adaptation plan process.
New WHO Quality Criteria for National Health Adjustment Plans (HNAP) provides policy makers and ministries of health with good practices and quality criteria for health adjustment planning. The guidelines build on the experience gained since 2012 through WHO support to developing countries and the implementation of health adjustment plans, as well as assistance to countries in overcoming challenges in the development of the HNAP.
These quality criteria cover six thematic areas that are key to health adjustment planning:
- Leadership and a supportive environment
- Cross-sectoral coordination and policy coherence
- Comprehensive coverage of climate-sensitive health risks
- Comprehensive coverage of customization options and actions
- Resourcing
- Monitoring, evaluation and reporting
The experiences of the countries that started this process, developed the HNAP and / or started the implementation, are incorporated into the whole document in order to show the different practical applications of the quality criteria.
WHO provides a range of technical support Member States for climate change and health, including the development and implementation of HNAPs and approach to financing health and climate change.
Quality criteria for HNAPs can be downloaded here and should be used in conjunction with WHO guidelines for health protection from climate change by planning health adjustments.
