COVID-19 has rapidly progressed to a global pandemic, causing an unprecedented, far-reaching impact on the health, social and economic well-being of communities around the world. The World Health Organization (WHO) and the World Trade Organization (WTO) are committed to responding effectively to the situation, working alongside other international organizations and relevant memberships. Global and coordinated action is needed to meet the extraordinary challenges that a pandemic poses to both human health and their livelihoods.
Protecting lives is our top priority, and these efforts can be prevented by unnecessary disruptions to the global supply chain and supply chain. Government trade policy decisions have a significant impact on getting medical equipment and supplies where they are urgently needed and catalyzing the supply of critical inputs to the production of drugs and health technologies to combat a pandemic. It is therefore vital to keep the health technology trade as open and predictable as possible. WHO and WTO work together to support efforts to ensure the normal cross-border flow of vital medical supplies and other goods and services, promoting them where possible, and to address unnecessary disruptions in global supply chains, upholding International Health Regulations (2005) and WTO rules -And.
The purpose of International Health Regulations is to prevent, protect, control and provide public health responses to the international spread of disease in ways that are commensurate with the risks to public health in order to minimize disruption to international traffic and trade. WTO rules provide authorities with the flexibility they may need to address the underlying shortcomings of medical supplies and / or public health challenges. But any measure taken to promote public health that restricts trade should be “targeted, proportionate, transparent and temporary”, in line with recent calls from world leaders. Governments must avoid measures that can disrupt supply chains and adversely affect the poorest and most vulnerable, especially in developing and least developed countries, which usually rely on imports of medicines and medical equipment.
We invite our members to continue to share information on their actions with the WHO and the WTO, in accordance with the established transparency mechanisms, which are now particularly valuable in supporting a coordinated response. To ensure that healthcare technologies, including diagnostics, medicines, vaccines and other medical supplies vital to the treatment of COVID-19 infected patients, quickly reach those in need, we emphasize the importance of simplifying regulatory compliance checks and international standards.
Although we are listened to by the extraordinary research efforts and rapid mobilization of public and private resources for the development of COVID-19 health technologies, we urge governments to implement policy measures that can further facilitate their R&D and promote their rapid dissemination within countries and across borders to ensure equal access to these technologies. Such initiatives include targeted investment, ensuring open access to clinical trial results, sharing of relevant intellectual property rights, increasing production capacity, open and transparent procurement regimes, eliminating tariffs on relevant health technologies and trade facilitation measures to reduce costs and delays.
Global action, solidarity and international cooperation are needed more than ever before to address this health situation. WHO and the WTO are working together to play their part.
