The European Union delegation in Tirana made a number of points regarding the EU funds for post-earthquake reconstruction and how the funds are managed.

In response to questions posed by Exit, the delegation stated that “the funds recently provided by the European Union to rehabilitate and rebuild schools will be managed by the United Nations Development Program”.

The exit was asked how the European Union would ensure adherence to transparency standards in relation to money management. They stated that the applicable transparency and management standards are those agreed in the financial and administrative framework agreement between the United Nations and the European Commission and are included in the contract itself.

In their statement to “Exit”, they said: “The European Union is working with the United Nations Development Program and other organizations that have undergone rigorous evaluation, including management, procurement and vision procedures.”

Regarding individual pledges from the European Union member states, the delegation stated that each country is responsible for managing its own commitment, in accordance with the nature of its support, focus and method of implementation. In addition, the European Union and Member States regularly exchange information on support provided for post-earthquake recovery efforts.

The purchases that will be used to manage the European Union’s aid for reconstruction are the UNDP operations previously evaluated by the European Commission in the context of the negotiation of the Framework Agreement. It was decided to provide an equal level of guarantee for purchases in the European Union.

The rules and processes of the delegated entity, the United Nations Development Program, include “fair and equal treatment of potential bidders”. The delegation said it would ensure regular monitoring of progress made in implementing this support by the United Nations Development Program.

The delegation explained that the two tenders that were recently canceled by the Albanian government regarding the construction of about 3,000 houses, were not related to the European Union’s support for post-earthquake recovery.

Exit has previously raised concerns that EU member firms are effectively excluded from bidding for reconstruction projects. This is due to the fact that, in some cases, the deadline for requests set by the government was only nine out of 20 days established by law. It is now clear that the procurement is managed by the United Nations Development Program, not the European Union delegation.
