Covid-19 NZ: Jacinda Ardern says vaccine permits do not need to be scanned, Ministry of Health says they have

Prime Minister Jacinda Ardern and Covid-19 Response Minister Chris Hipkins say both countries seeking Covid-19 vaccination permits will be able to control them visually instead of using an official app if they wish.

But the Ministry of Health website for the verification application disagreed, saying vaccine cards would have to be scanned to allow entry.

Visual control of crossings is not enough to allow entry. Scanning someone’s permit proves it is authentic, valid and has not expired, the website said.

Under the new traffic light framework in which the government is relocating the country on December 3, businesses seeking vaccination permits have much greater freedom to act.

The government launched the vaccine cards last week, followed by a scanning application for businesses to check if the permits are legal on Tuesday.

But Ardern was quick to point out that businesses could choose to look at permissions instead of using the app if that was more practical.

The application is a useful tool, but it is not an application to use. You can see someone’s vaccine permit and if you have any concerns, you can ask for the verifier ID, Ardern said.

Hipkins agreed, but warned the government might ask for some passes to be checked.

A Hipkins spokesman later said the information on the Department of Health website was based on an early assumption.

Hipkins said Tuesday, businesses may be required to scan a portion of vaccine permits to make sure they were legal if the government suspected a large amount of fraud.

But in general, businesses would be able to visually view permits

He said the vast majority of businesses were likely to use the app as the best way to fulfill their legal responsibility to keep people safe.

It is unlikely that we would require people to use the verifier app for every single person who comes to their premises, but we always have the ability to say that they need to control a certain proportion, Hipkins said.

Well, monitor it during the first few weeks to see how the system will turn out. If there is a need to see, you know, bigger requests about using the verifier, then I would not remove this from the table.

The government said 1.47 million people had issued a vaccination permit as of 10:30 a.m. Tuesday, meaning that about 42 percent of the 3.52 million people who had been vaccinated twice had issued a permit.

Ardern said later Tuesday that the vaccine verifier app would be a useful backup to check for fraudulent permits.

The vaccine verification app is one way we have a tool ready to go, that if people have concerns about whether or not the permits are being used properly or whether they are being treated or not, we have a backup. measure to be able to easily and simply check if they are valid crossings, Ardern said.

From what I have seen, most countries have fairly crude systems. Some have used cardboard similar to the ones you received when you were vaccinated. We have designed something with more integrity around it than that.

Hipkins has been asked to comment on the discrepancy between the Ministry of Health website and instructions from ministers.
