News: Deep Diving Summary: Collaborative Security and Gender Perspectives, May 09, 2022

On May 9, 2022, NATO International Military Staff (IMS) hosted the third Deep Diving Session, this time seeing the importance of a gender perspective in Cooperative Security. This session mentioned how designing stability and strengthening security through cooperation, dialogue and partnerships requires a gender dimension. There were presentations from the Center for Excellence in Civil-Military Cooperation (CIMIC), the EU Military Staff, the SHAPE Partnership Directorate and from Colombia, NATO’s newest partner.

Lt. Col. Thomas Hoehl, CIMIC CoE began by explaining that the cross-cutting themes of Gender and Women, Peace and Security (WPS) “is all NATO’s job, not just its gender advisers”. He stressed how NATO is able to learn a lot from its partners about cooperative security. For example, the NATO Mission in Iraq and partners from the international community attended an Iraq-led seminar at the al Nahrain Center for Strategic Studies. The aim was to strengthen understanding of the importance of protecting civilians, human rights, women, peace and security, children and armed conflict, and the protection of cultural property in crisis management. He also stressed how NATO-accredited entities, such as the Nordic Center for Gender in Military Operations (NCGM), and non-NATO nations such as Sweden play a key role in advancing the gender perspective. NCGM provides training for NATO personnel on gender issues in military operations.

Mrs. Terhi Lehtinen, from the EU Military Staff (EUMS), explained how effective multilateralism is one of the main objectives of EU foreign policy. The EU has adopted a new EU action plan for gender III for 2021-2025, which integrates gender equality as an essential value for security. She stated that “integrating a gender perspective on security-related contexts is essential for international partnerships.” The EU has a new Ambassador for Gender and Diversity, SH.T. Stella Ronner Grubai, which is internationally committed to promoting equality and gender diversity. Mrs. Lehtinen concluded with the idea that “there is a new momentum to integrate a gender perspective into capacity building and as a means to improve operational effectiveness in military operations”. Finally, Lt. Col. Ricardo Rodriguez and Mrs. Paola Pasini from the Military Cooperation Division within the SHAPE Partnership Directorate (SHAPE PD) explained what NATO is doing to advance the gender perspective in cooperative security, inviting colleagues from Colombia to discuss their military efforts. taking to “ensure that their institution guarantees a team of experts to uphold equality and respect”. SHAPE-PD noted that in the past year there have been increasing requests and discussions on topics and trainings related to gender. Currently, SHAPE offers 15 courses for partner countries related to gender perspective training.

In summary, the gender perspective goes through the core work of NATO, including cooperative security. The Bi-SC 40-1 Directive is the key NATO document for gender mainstreaming and UNSC Resolution 1325. NATO partners are involved in many of NATO’s core activities, from policy making to defense capacity building, interoperability development and crisis prevention / management. Addressing current security issues will only be possible if a wide range of views from women, men, girls and boys are taken into account. Cross-cutting gender perspective integration is essential to partnership frameworks not only to uphold NATO values, but also to be truly effective and aware of all the implications as we work with external partners.
