Today, June 9, 2022, the UN General Assembly elected Ecuador, Japan, Malta, Mozambique and Switzerland to the UN Security Council for the period 2023-2024. By their election, 8 of the 15 members of the Council in 2023 will be “Friends of Responsibility for Protection” – having designated an R2P Focal Point and / or joined the R2P Friends Group in New York and Geneva. Malta and Switzerland co-sponsored and voted on UN General Assembly Resolution 75/277 on R2P. Japan and Ecuador also voted in favor of the resolution, while Mozambique did not take part in the vote, but supported the resolution through a joint statement by the R2P Group of Friends.

Despite its role as the UN body responsible for maintaining international peace and security, very often the Security Council has not been able to take timely action on situations of mass atrocities due to deep political divisions. In recent years this has had a debilitating effect on the Council’s capacity to respond to atrocities in Myanmar (Burma), Syria, Yemen, Ethiopia and elsewhere. It is therefore more important than ever for Council members to work creatively to ensure that the international community is able to take practical and timely action to prevent atrocities and protect vulnerable populations.

Since 2005, the Security Council has adopted 87 resolutions and 14 presidential declarations referring to the responsibility to defend, including in relation to the situation in the Central African Republic, South Sudan, Syria and eight other countries, as well as and a number of thematic issues. zonave. We hope that the Security Council will continue to maintain its commitment to R2P by taking decisive action to avert emerging crises and to end atrocities wherever they are threatened.

To this end, the Global Center for Responsibility to Protect encourages all members of the Security Council to:

  • Seek information from the UN Secretary-General’s Special Adviser on Genocide Prevention and Responsibility for Defense, as well as from the Office of the UN High Commissioner for Human Rights and relevant Special Rapporteur, the investigative mechanisms mandated by the Council for Human Rights and civil society representatives, in situations where populations are at risk of mass atrocities.

  • Restore “monthly horizon scan information” within the Council’s working methods.

  • Ensure transparency by encouraging open Council sessions when discussing crises where populations are at risk of atrocities.

  • Raising awareness and mobilizing timely responses to crises, including calling for “Arria formula meetings” or raising country situations that are not on the Council’s formal agenda under “Any other work”, and coordinating mission visits Security Council in countries where mass atrocities are endangered. evident.

  • Implement the ACT Code of Conduct which commits Council members to taking timely and decisive action to protect civilians and not to vote against any credible resolution aimed at preventing mass atrocities.

  • Support the International Criminal Court and other mechanisms of international justice and ensure that all perpetrators of mass atrocities are held accountable, regardless of nationality, position or affiliation.

  • Ratify or accede to the Convention on the Prevention and Punishment of the Crime of Genocide.

  • Organize thematic meetings during your presidency on topics related to the prevention of mass atrocities.
