Minister Sikorski attends the ministerial session of the Council of the Baltic Sea States in Porvoo, Finland – Ministry of Foreign Affairs Republic of Poland
The talks focused on cooperation challenges in the Baltic region, including issues related to Russia's hostile and aggressive actions. In addition, participants discussed how to increase crisis preparedness and effectively combat hybrid threats.
The ministers also spoke about the possibility of further cooperation within the Council of the Baltic Sea States, emphasizing that it is the only intergovernmental organization that unites all EU and NATO countries from the region and is characterized by a strong political component. .
In the Porvoo Declaration, participants condemned Russia's ongoing unprovoked and unjustified war of aggression against Ukraine. They noted the need to hold Russia accountable, including full compensation for damages, as well as the need to take further measures against the country, such as strengthening sanctions. At the same time, they emphasized their full support for an independent and sovereign Ukraine, as well as for its integration into the European Union and its future membership in NATO.
Officials cited Russia's growing number of hybrid operations, along with the cynical instrumentalization of migration at the borders with countries in the region from Russia and Belarus. They called on both countries to stop all hostile actions and stressed the importance of strengthening cooperation between the countries of the region to counter the threats.
The ministers stated that the threats posed by the actions of the so-called shadow fleet, which transports Russian oil through the Baltic Sea, require strong measures, including as part of the sanctions regime. The participants of the ministerial session emphasized that the organization efficiently adapted to the new requirements and emphasized the importance of further development of CBSS cooperation.
In July 2024, Estonia will take over the one-year presidency of the Council. Poland will then form the presidency trio, given Estonia's planned takeover of the presidency in July 2025.
