Norway will not suspend international adoptions amid investigations – JURIST

Norwegian Ministry of Children and Families announced on Wednesday that it will not ban international adoptions amid an investigation into adoption practices abroad, but will instead implement risk-reduction measures to ensure adoptions in Norway are safe and secure.

In 2023, the Norwegian Govt established a committee to investigate illegal or unethical practices in international adoptions. The committee began its work in December 2023 and is expected to submit its report in two years.

In January 2024, the Norwegian Directorate for Children, Youth and Family Affairs (Bufdir) is recommended a temporary suspension of international adoptions in Norway pending the report of the inquiry committee. In response, the Ministry of Children and Families looking additional information to ensure a full understanding of the situation. He also noted that the priority task was to ensure that adoptions are safe and secure and in accordance with 1993 Hague Convention on Protection of Children and Cooperation in Regard to Intercountry Adoption.In April 2024, Bufdir submitted an update that maintains its recommendation that adoptions be suspended, but with certain exceptions for families in the long process.

The Ministry of Children and Families decided to introduce risk reduction measures to ensure safe adoptions, but found no reason for a general temporary suspension. In 2023, the ministry asked Bufdir to carry out a review of mediation licenses for all countries with which Norway cooperates to ensure legal certainty in adoptions. Bufdir has withdrawn brokerage licenses for Taiwan, Thailand, the Philippines and Madagascar in 2023, and for the Czech Republic, Hungary, South Africa and Peru in 2024.
