Africa, US Defense Chiefs to Meet in Botswana Tomorrow > US Department of Defense > Department of Defense News
Defense leaders from dozens of African countries will meet starting tomorrow as part of the 2024 Africa Defense Chiefs Conference in Botswana.
The United States and Botswana will co-host the conference in the capital Gaborone during the last week of June. The event brings together military leaders from across Africa to share knowledge, encourage partnerships and foster cooperation towards addressing common security and stability challenges.
“[In] every country, there are layered threats … especially across the Sahel,” said Marine Corps Gen. Michael Langley, commander of U.S. Africa Command. “Every country has its own challenges of different kinds [and] drivers of instability. This is what will be discussed.”
The United States, Langley said, is recognized among African nations as an “enabler” that can be relied upon to help partners achieve their security goals — not only by working through the military services, but also with other U.S. government agencies. .
“What we bring to the picture, that sustainable solution, is a whole-of-government approach,” Langley said. “We are a '3D' organization of diplomacy, defense and development, that's why we have in our headquarters [U.S. Agency for International Development], we have State Department representatives and we have most of the interagency. We know that this is the established solution for sustainable type solutions to all levels of threats or layered threats that reside here on the African continent.”
African nations in west, north and across the Sahel have approached the US for discussions on how to achieve their security goals, Langley said, because they know the “intrinsic value” the US brings. One such nation, he said, is Libya.
“We are working through diplomatic means and also defensive means with Libya,” he said. “We will have representation at this conference from both sides of the Libyan country. So I say this [Libyan National Army] AND [Government of National Unity] it will be there. I met these representatives last year and they know their bottom line; they want to get there, and they're asking America to engage with them in order to achieve those goals.”
This is the first year the US is co-hosting the conference with an African nation. It is also the first time that the conference will take place in Africa.
At the same time the conference is underway, Langley said, the US is on track to complete the orderly withdrawal from Niger that it agreed to with the Nigerien government.
“We are on pace and on schedule,” he said. “There is a joint statement between the US government and Niger that we are able to complete the movement of equipment and personnel by September 15.”
The general said the US is targeting to withdraw equipment and personnel from Air Base 101, which is near the capital Niamey. It will end with the withdrawal from Air Base 201, in Agadez.
“Heavy equipment, rolling stock, is always the biggest thing we're getting out of there,” he said. “I'd say we're on the pace, if not ahead of the pace.”
