Joint Commission on Drug Use resumes discussion on decriminalization, decriminalization, diversion and legalization
The Committee will engage with the following international experts on drug policy and reform:
- Marie Nougier – Head of Research and Communications at the International Drug Policy Consortium (IDPC). IDPC is a global network of NGOs promoting drug policies based on social justice and human rights.
- Marta Pinto – Professor in the Psychology of Justice at the University of Porto (FPCEUP) and member of the Board of the European Society for Social Drug Research (ESSD)
- Ricardo Baptista Leite MD – President and Founder of the UNITE Parliamentary Network for Global Health
- Beatrix Vas – UNITE Drug Policy Coordinator
- Dr. Kasia Malinowska-Sempruch – Director of the Drug Policy Program Open Society Foundations
Ahead of the meetings in Committee Room 1 of Leinster House, Deputy Committee Cathaoirleach Michael McNamara said:
The Committee welcomes further discussions on decriminalization, decriminalization, diversion and legalization of drug use by international experts.
Today, 66 jurisdictions in 40 countries have adopted some form of decriminalization. If the Committee decides to adopt this approach in its reasoned response to the Citizens' Assembly's recommendations, there would be several models available to the Irish system to use as examples when dealing with decriminalization and drug use, which would underline experts, including Portugal. The Committee will be briefed on the impact of a human rights and health led approach to drug use on the harm caused by drug use within society there.
The Commission welcomes engagement with all parties and regrets the cancellation of a meeting earlier this week, due to logistical difficulties, in which witnesses with concerns about the recommendations of the Civic Assembly were supposed to speak. Currently, it is expected that these witnesses will be relieved in addressing the commission after the summer.
