The PhilHealth Task Force presents the Duterte investigation report

The task force investigating the irregularities at the Philippine Health Insurance Corporation (PhilHealth) has presented President Duterte with its report on the investigation into the state health insurer, the Department of Justice (DOJ) said Monday evening, September 14th.

The DOJ said the PhilHealth Task Force provided its initial results and presented its recommendations to the President through a 177-page report attached to the voluminous annexes that was presented Monday afternoon.

As the Task Force awaits any further instruction from the President, its composed teams will pursue targeted investigations of specific acts of fraud or corruption conducted by health care providers and PhilHealth staff as well, the department assured.

Meanwhile, complaints and pending issues will be resolved by the agencies dealing with the shipment, he added.

While conducting its investigation, the DOJ said that the task force received and evaluated the testimonies of 14 witnesses.

The PhilHealth Task Force also conducted seven hearings that spanned over 30 hours on different dates, the DD found.

During these hearings, representatives from participating Task Force agencies questioned the sources of persons whose testimonies were taken under oath, she said.

In addition to the hearings, the task force also received reports and summaries of various cases, whether under investigation or for resolution; documents submitted by source persons; and reports and investigations conducted by other bodies including the Senate.

The task force was created by the DOJ on August 7 in accordance with the President’s directive to investigate PhilHealth over alleged corrupt activities.

In addition to the DOJ, the task force consists of the Office of the Special Assistant to the President (OSAP), the Presidential Anti-Corruption Commission (PACC), the National Prosecution Service (NPS), the Cybercrime Office DOJ (OOC), the National Bureau of Investigation (NBI) and the Council Against Money Laundering (AMLC).

Independent constitutional bodies, namely the Office of the People’s Advocate (OMB), the Audit Committee (COA) and the Civil Service Commission (CSC), were also invited to attend Task Force meetings in their respective independent follow-up. investigations or audits, noted the DOJ.
