Indentation problems as Parliament monsoon session begins between COVID-19

New Delhi: The start of the monsoon session of Parliaments, taking place in the midst of the Covid-19 pandemic, without some dental problems and confusion as MPs were seen violating social distance norms within the House and many new protocols were spread.

Before proceeding to Lok Sabha at 9 a.m., members were seen taking pictures in both rooms when new landing arrangements were in place. However, when the House was adjourned for an hour after paying homage to former Indian President Pranab Mukherjee and 13 former MPs, many members in Lok Sabha’s room broke all norms of social distancing. However, members kept a distance from Prime Minister Narendra Modi, who left the House shortly after the postponement.

The Speaker of the National Conference Farooq Abdullah, who had not participated in the proceedings of the House of Representatives since the first week of August 2019 when Article 370 was repealed, was evident from his presence. Sonia Gandhi and her son Rahul, both members of Lok Sabha, are in the US for her treatment.

When the Chamber met again at 10:15 a.m., Speaker Om Birla noted that members sitting in the last row of the Lok Sabha chamber were not following the norms of social distancing. Returning actor MP Ravi Kishan was among those to be relocated. RPI (A) leader and union minister Ramdas Athawale sat next to Sadanand Gowda in the front row violating social distance norms.

Although members of the opposition could not enter the Well of the House to protest, they tried to intervene and interrupt the ministers when they spoke.

In his welcoming remarks, the Speaker said many MPs who had long dreamed of becoming members of Rajya Sabha could now have a chance to sit in the Upper House chamber.

Resolution on not holding the Question Hour and the Bill of Private Members without members in both Chambers raising objections. In Lok Sabha, Asadudin Owaisi (AIMIM) said that this is again the theory of separation of powers and asked for a separation on this issue, but the President rejected the request. House Speaker Adhir Ranjan Chowdhury said Question Time is a golden hour and does not hold it similar to the drowning of democracy. Manish Tewari (Cong) said that a decision on this issue can only be taken unanimously.

Saugata Roy, Kalyan Banerjee and Mahua Moitra (all TMC) also opposed the decision.

After the resolution was passed, Birla took Zero Hour for 30 minutes in which members raised concerns about the state of the economy, NEET exam controversies and the rampant sale of drugs in the film industry.

Lok Sabha approved two Bills on Monday – the National Commission for Homeopathy Law 2020 and the National Commission for the Indian Medical System.

It is a historic day also in terms of productivity, Birla said.

In the Rajya Sabha room, the polycarbonate sheets between the two seats were not placed in place of the Lower House room. The proceedings of the House of Representatives began with the swearing in of the newly elected members. Shibu Soren (JMM), who had recently been cured by Covid, had to help the Well of the House to take the oath. His oath could barely be heard.

A total of 15 deputies were sworn in, including Dinesh Trivedi, Arpita Ghosh, Zafar Islam, Jaiprakash Nishad, T Siva, K Keshav Rao, Fauzia Khan and Ajit Kumar Bhuyan.

The Upper House also has a new panel of chairpersons who would chair in the absence of the Vice President and Vice President.

Many elderly members are kept away from Parliament. This includes former prime ministers Manmohan Singh and Deve Gowda. Naidu warned members not to go to Parliament staff during breaks in sessions and urged them to maintain norms of social distancing.

In both sessions, some MPs and even ministers sat in the visitors’ gallery and next room.

Although the Vice President and Chairman of Lok Sabha had held several rounds of discussions with their respective secretariat on the preparations for the session, the staff was at a loss for the issues of crossings, seats and other administrative matters. The Covid status of many people entering the complex was not checked although RT-PCR and antigen tests are mandatory for anyone entering Parliament premises.

Some of the rules were reviewed in the second half when Rajya Sabha proceedings began.
