Indictment in Delhi riots conspiracy case to be filed September 17: Police chief – news from Delhi



Delhi Police Commissioner SN Shrivastava said on Monday that an indictment will be filed by Thursday over a “conspiracy” issue in the northeast Delhi riots as the force approaches the final league of investigation.

Deputy Police (Special Cell) Commissioner Pramod Singh Kushwaha also said the riots were the result of a “planned plot” because during the investigation, police found a common pattern followed by anti-CAA protesters: they blocked road traffic. “It was the first indication that there was a plot because of which it all started,” he said.

The two officers spoke at a webinar, where Srivastava also said that some of the people being investigated by the police have a very good social media presence and they are trying to remove “shine from the investigation”.

“As we approach the end of the investigation, Umar Khalid (a former JNU student) has also been arrested. So there is more and more shouting, especially on social media and also on TV channels. (They) are trying to take away the shine from the investigation.

“You know that the people we are investigating, many (of them) have a very good social media presence,” the commissioner said.

Khalid was arrested Sunday under the Illegal Activities (Prevention) Act (UAPA) for his alleged role in the riots in northeast Delhi.

The commissioner said that the Delhi Police has registered a total of 751 cases and has conducted its investigation in a very fair and impartial manner.

Of the 751 cases, 340 have been resolved, while police have not taken much advantage in the remaining cases, he said.

“Out of 751, one case concerns the plot, and this was registered by the Crime Branch, but was transferred to the Special Cell because it required a detailed investigation. “They are required to file the indictment by September 17,” Shrivastava said.

The webinar was organized by the Association of Retired Journalistic Officers of the Delhi Police, where Shrivastava also tried to drop all “false accusations” and allegations made against his force in connection with the riots and claimed that all actions taken by the police were in absolute compliance with the law.

“The other 59 important cases were given to the three SITs which were formed under the Crime Branch and out of 59 cases, 46 were resolved and in all of these, indictment sheets have been filed and we are still registering additional indictment sheets, “The few remaining cases are with the district police and they are also doing a good job of ensuring that all evidence is properly collected and presented in a proper manner,” he said.

For his part, Kushwaha said: “When we started investigating the Delhi riots, we first looked at all the places and found a common pattern that traffic jams started in all places at once. It was the first indication that there was a conspiracy due to whose start it all started. ”

There were 25 protest sites and most of them formed in the trans-Yamuna area, Kushwaha said. He also noted that people sitting in protest sites were led by outsiders.

“They were not locals.” People kept going to the protest sites again and again and they talked about CAA-NRC so that more and more people would come there and it would look like a CAA-NRC protest was going on, DCP said.

On February 11, when it was announced that US President Donald Trump would visit India, suddenly the tone and tenor of the protest changed, he said.

On February 22, protesting leaders and women took to the streets under Jafrabad metro station and blocked the road, Kushwah said.

Following that pattern, other places northeast of Delhi were also suddenly stuck in traffic, throwing stones at Maujpur where pro- and anti-CAA and NRC protesters were sitting, he said. Suddenly, the stone-throwing turned into a well-planned riot, the DCP said.

The protest sites were formed with a plot planned to show that children and locals were disturbing and traffic jams and stone-throwing occurred, the DCP said.

“Acid bottles and petrol bombs were used. He was even shot with a firearm, in which a soldier headed Ratan Lal died. There was a large slingshot inside the Rajdhani School which was pre-installed.

“A confession is being made that pro-CAA / NRC people were involved, but has not yet entered the investigation,” he said.

In addition to the 11 Special Public Prosecutors who were hired by the force, the Commissioner stated that six other GSPs – including India’s attorney general, two additional India’s attorney generals and three other senior attorneys – have been stripped so that cases can be defended and are well received in all courts.
