Govt introduces eight Invoices at the opening of the Monsoon session




New Delhi, 14 September (IANS) The Central Government on Monday presented eight arrears to Lok Sabha on the first day of the Monsoon Session during four 15-hour procedures.
Draft Salary, Supplements and Pensions of Members of Parliament (Amendment), 2020; Draft Law on Essential Goods (Amendments), 2020; Assisted Reproduction Bill (Regulation), 2020; Bilateral Bill of Qualified Financial Contract Nights, 2020; Farmers Production for Trade and Commerce Production (Promotion and Facilitation), 2020; Farmers Agreement (Empowerment and Protection) of Price Assurance and Farm Services Draft Law, 2020; Draft Law on Regulation on Factoring (Amendment), 2020; and the Draft Banking Regulation (Amendment), 2020 were introduced after the Chamber met for the second time after a one-hour break at 9am
Minister of Parliamentary Affairs Pralhad Joshi began with the presentation of the Draft Law on Salaries, Supplements and Pensions of Members of Parliament (Amendment), 2020, which was listed for Lok Sabha’s legislative business for that day.
The bill requires immediate legislation with the promulgation of the salary, allowances and pension of the Ordinance of Members of Parliament (Amendment), 2020. It was among more than 20 New Bills, including 11 that will replace the ordinances, which the government intends to approve during this the 18-day Session of Parliament which will end on 1 October.
Minister of State for Consumer Affairs, Food and Public Distribution Raosaheb Dadarao Danve introduced the Draft Essential Goods (Amendment), 2020, which was published on June 5, 2020. It amends the Essential Goods Law, 1955. The Act empowers the central government to controlling the production, supply, distribution, trade and commerce in certain goods.
Cabinet Minister Harsh Vardhan presented the Draft Law on Assisted Reproductive Technology (Regulation), 2020 on the regulation and supervision of assisted reproductive technology clinics and assisted reproductive technology banks. The draft law aims to prevent the misuse, safe and ethical practice of assisted reproductive technology services and related issues.
Finance Minister Nirmala Sitharaman presented the Bilateral Bill of Qualified Financial Contracts Nights, 2020 to ensure financial stability and promote competition in Indian financial markets by ensuring the net bilateral enforcement of qualified financial contracts. The Minister also presented the Draft Law on Factoring Regulation (Amendment), 2020 to amend the Act of Regulation Factoring, 2011.
Union Agriculture Minister Narendra Singh Tomar introduced the Farmers ‘Products Trade and Trade Bill (Promotion and Facilitation), 2020, to create an ecosystem where farmers and traders enjoy freedom of choice regarding the sale and purchase of farmers’ products.
The purpose of the Draft Law is to facilitate award-winning prices through competitive alternative trade channels to promote efficient, transparent and barrier-free trade and commerce between farming states and inter-states of producers outside the physical environments of the markets or markets considered to be notified under various agricultural market legislation. It will also be a facilitating framework for e-commerce.
Tomar also presented an explanatory statement in front of the house on the immediate legislation with the promulgation of the Ordinance on Trade and Trade in Farmers’ Products (Promotion and Facilitation), 2020 with the introduction of the Draft Law.
The Minister of Agriculture further introduced the Farmers Agreement (Empowerment and Protection) of Price Assurance and the Draft Law on Farm Services, 2020 to provide a national framework on agricultural agreements that protects and empowers farmers to engage with agribusiness firms, processors, wholesalers, exporters or large retailers for farm services and future sale of agricultural products in an agreed pricing framework in a fair and transparent manner.
The bill also replaces the Farmers Agreement (Empowerment and Protection) on the Farm Price Awards and Services Order, 2020.
