On the eve of the Bihar 2020 Assembly Polls, Prime Minister Narendra Modi on Tuesday inaugurated various projects under ‘Namami Gange’ Yojana and ‘AMRUT’ Yojana in Bihar. The four schemes inaugurated include sewage treatment plants in Beur and Karam-Leechak in Patna city, as well as water-related projects in Siwan and Chhapra under ‘AMRUT’ Yojana. In addition, the foundation stones were also laid for water supply projects in Munger and Jamalpur and the River Front Development Scheme under Namami Gange in Muzaffarpur.
Prime Minister Modi said that even during the time of COVID-19, work on various development projects progressed uninterruptedly in Bihar.
He referred to projects worth hundreds of rupees that were inaugurated in the recent past in the state that would benefit Bihar farmers along with infrastructure development.
The Prime Minister praised the contribution of engineers in the development of the country on the occasion of Engineer Day, which is celebrated in memory of the modern pioneer construction engineer of India, Sir M Visvesvaraya.
Modi said Bihar also contributed significantly to the country’s development by producing millions of engineers.
Prime Minister Modi said Bihar is the land of historic cities and has a rich heritage of thousands of years.
“After independence, Bihar was led by visionary leaders who tried by all means to remove the distortions that took place during the slavery era,” he said.
Prime Minister Modi added that there was a one-sided development with changed priorities that resulted in the degradation of urban infrastructure and the collapse of rural infrastructure in the state.
The Prime Minister said when selfishness overrides governance and the voting bank policy comes into play, then the marginalized and the deprived would be most affected.
Prime Minister Modi said that the people of Bihar have endured this pain for decades when basic needs such as water and sanitation are not met.
He stated that people get sick by drinking dirty water under duress and a large part of his profits goes to treatment. “In these circumstances, a very large part of Bihar had accepted debt, illness, helplessness, illiteracy as their fate.”
The Prime Minister said for the past years the efforts to overthrow the system and restore trust in the most affected part of the society. “The way girls’ education has been prioritized, the participation of people in need in local authorities including Panchayati Raj is growing and their trust is growing. He added that Prime Minister Garib Kalyan Rojgar Abhiyan has played a major role in providing water connections to more than 57 lakh families in recent months in rural Bihar due to the work of migrants who returned to Bihar from others states.
The Prime Minister said that this Mission Jal Jeevan is dedicated to these diligent colleagues of Bihar. “In the past year, more than two water connections have been provided nationwide under the Jal Jeevan Mission. Today, more than one worthless house is being connected through pipes to new water connections every day. He thought that in urban areas as well, work to provide clean water to 12 lakh families in Bihar under AMRUT Yojana is progressing rapidly and out of this about 6 lakh families have already been provided connections.
The Prime Minister said that the number of urban settlements is growing rapidly and urbanization has become a reality today, but for many decades urbanization was considered an obstacle.
Citing Baba Saheb Ambedkar who was a big supporter of urbanization, the Prime Minister said that Ambedkar did not consider urbanization as a problem, he had imagined cities where even the poorest of the poor get opportunities, paving the way for better life.
He added that cities should be such that everyone, especially our youth, gets new and unlimited opportunities to move forward. “There should be cities where every family can live a life of prosperity and happiness. Cities should be where everyone, poor, Dalit, backward, women get a respectable life.”
The Prime Minister said that we are witnessing a new urbanization in the country today and cities are also making their presence present today. “Until a few years ago urbanization meant the development of some areas in some selected cities. But now that opinion is changing. And, the people of Bihar are making their full contribution to this new urbanization of India.”
He said that it is very important to prepare the cities according to the needs of the future and not the present, to give impetus to the mission of Atma-Nirbhar Bihar, Atma-Nirbhar Bharat. “With this in mind, under the AMRUT Mission, emphasis is being placed on developing basic equipment in many cities in Bihar.”
Prime Minister Modi said in Bihar, over 4.5 lakh LED street lights have been installed in more than 100 municipal bodies. “Because of this, the lights on the streets and alleys of our small towns are getting better, electricity is being saved for hundreds of crores and people’s lives are getting easier.”
He said about 20 major and important cities of the state are located on the banks of the Ganges River.
