Stephen Donnelly has no coronavirus, according to the results of a test for Covid-19 that the Minister of Health did on Tuesday.
His cabinet colleagues are no longer asked to restrict their movements, a government spokeswoman confirmed on Tuesday night.
It turned out earlier that all Cabinet members were restricting their movements after Mr Donnelly said he was feeling well in the afternoon.
A spokeswoman said the Minister had contacted his GP and was referred for a Covid-19 test. The result was made public after 9 p.m.
State Minister for Health Frank Feighan confirmed in Dill that Minister Donnelly does not have Covid-19 and I wish him well.
It was also confirmed by the Department of Health that Dr Ronan Glynn, the interim chief medical officer, was restricting his movements because he met with Ministers on Monday for a conference on the latest coronavirus developments.
Mr Donnelly had attended the full Cabinet meeting on Tuesday morning and also appeared and addressed the press conference at which the Government outlined its new Covid-19 plan.
All other cabinet members, including Taoiseach Michel Martin and Tnaiste Leo Varadkar, were told to restrict their movements as a result and as a precaution.
However, the move was news to at least some Cabinet members. Justice Minister Helen McEntee was told while interviewing on RT radio, while another Cabinet Minister said the development was news to me.
Transportation Minister Eamon Ryan was already self-isolated at home after a member of his family began to feel unwell.
State Minister for European Affairs Thomas Byrne has also been self-isolated since Monday, as he awaits the result of a Covid-19 test after waking up with a very mild cough, he said.
After 5pm, Ceann Comhairle Sen Fearghal told Dil that he had received some very serious information.
Mr. Fearghal said: I have been told that as a result of events today the Cabinet should be self-isolated.
Therefore the opportunity to continue with business does not arise and the House stays pushed, I doubt until next Tuesday or until I head to Taoiseach to reassemble the House again.
However, it was later announced that Dil would sit down again on Tuesday evening, without any Senior Ministers and State Ministers being present to receive questions from the Opposition.
But Agriculture Minister Charlie McConalogue took his first questioning time since his appointment to the role. He was the first Cabinet member to attend the House after it was confirmed that Mr Donnelly had been tested negative.
Earlier, Labor leader Alan Kelly said he had called Martin to oppose the postponement announced by Mr Fearghal.
Taoiseach said a communication had been sent to all the Ministers to restrict their movements. He said he had been in contact with Ceann Comhairles’s office to say that he believed the State Ministers could represent the Government on certain issues and that Dil could meet again.
We had to be careful, he told RT Six One News. There were plenty of meetings yesterday that Stephen Donnelly attended about this plan to deal with Covid-19, both Covid-19 Cabinet committee members themselves that lasted for quite an hour and then last night he informed the entire cabinet. Mr Martin, meanwhile, said he could resume his activities on a limited basis, using Zoom meetings and over the phone. I will be at my desk, yes, he said.
Sinn Fin leader Mary Lou McDonald congratulated Mr. Donnelly fine, but said there was a noticeable contrast between this reaction where the entire cabinet should self-isolate or restrict their movements, as against scenarios where workers have come out positive on meat plants for example. There has to be a consistency in how we react.
I think it’s a really bad turn of events that the government business is now suspended.
We must avoid, if at all possible, the complete closure of the Government business.
Earlier, Mr Kelly claimed there was an inherent contradiction in the new plan, with five levels of the Government coronavirus launched on Tuesday, which he described as Orwellian.
The plan includes a range of restrictions from Level 1 to Level 5, with Level 5 being the toughest.
The whole country is at Level 2, although Dublin has a number of additional conditions due to the high number of coronavirus cases in the capital.
Speaking to Dil, Mr Kelly said there is now a situation where we have Dublin at two and a bit, that they are somehow getting a yellow card.
If they behave themselves in a short space of time, they can return to the same level as everyone else, he added.
But during the evidence exchanges, Mr Martin insisted the new roadmap was clear. The plan imposes additional restrictions on Dublin for home visits, house gatherings and takes care of home visits, while the so-called wet pubs, which do not serve food, will remain closed in the capital.
There is no such thing as 2.5. It simply does not exist, Martin said, adding that the only deviation from the advice of the National Public Health Emergency Team (NPHET) was in wet pubs and allowing 5,000 spectators to outdoor events.
He said the government did not receive advice from NPHET to move Dublin to Level Three. Ministers accepted his advice regarding Dublin today and NPHET would meet again on Thursday and could give further advice.
During the Leadership Questions after the start of the roadmap, Ms. McDonald accused Taoiseach and his Government of failing in your responsibilities because, she said, a proper Covid-19 testing and tracking system had not been put in place several months after it was promised.
She accused Mr Martin of rectifying the matter as she said and said that months after the government pledged to do 100,000 tests a week, this was still not in place, and it was essential to deal with Covid-19.
Ms McDonald said the plan was not worth the letter on which it was written as long as full testing and tracking was not in place. She said that out of 59 pages, one of them addresses testing and tracking, arguing that it was the most central part.
She said either you get the proper testing and tracking and do it quickly or we will succumb to a yo-yo effect of further restrictions and even blockages.
When the Opposition TDs intervened while he was speaking, Mr Martin told the Sinn Fin banks to stop the interruption and he accused Ms. McDonald is a partisan.
Social Democrat leader Risn Shortall said anyone seeking clarity about the five levels of risk in the roadmap would be bitterly disappointed after she accused the government of effectively ignoring international travel and putting its finger on it by mid-October.
She also asked what were the specific criteria for circuits moving from one level to another. Ms. Shortall said that, on the first day of the announcement, the Government starts talking about a two and a half level.
Taoiseach said he agreed 100 percent about the centrality of the test tracking and insisted this was the plan.
He said: “It is not good enough to attack people as miserable and they are trying to underestimate the very strong measures that have been taken to include serial testing in nursing homes and meat plants.
Mr Kelly called on the Government to clarify whether Dublin was in Level Two or Level Three of the six-month plan, and he said it was a clear omission that the document was not outdated or certified to avoid discrimination against persons with disabilities. restricted or those who were vulnerable.
He and Ms. Shortall appealed to Taoiseach to clarify where the Government deviated from the NPHET for its advice, and Mr Martin said the only difference was in relation to the wet pubs and attendance at outdoor events, including sports stadiums.
