‘Leon’ leaves PAR, ‘habagat’ extended to bring still rain

Tropical Storm “Leon” (international name: “Noul”) had already left the Philippines’s area of responsibility (PAR) early Thursday, but continued to improve slightly the southwest monsoon or “habagat”.

In its bulletin at 5 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) estimated the location of “Leon” 360 kilometers north of the Kalayaan Islands in Palawan. It has maintained its power of 85 kilometers per hour (kph) and sharpness up to 105 kph.

PAGASA said the “Leon” will continue to move west-northwest until Thursday afternoon, then return west Thursday evening or Friday morning before falling over northern or central Vietnam on Friday afternoon or evening.

While no longer having a direct effect on the Philippines, “Leon” continues to improve “habagat”, bringing strong and light winds occasionally in heavy rainfall in the western part of the country.

Winds will prevail in Batanes, Babuyan Islands, Mindoro Oriental, Mindoro Occidental, Marinduque, Romblon, Palawan, Negros Occidental, Guimaras, Iloilo, Capiz, Antique and Aklan.

Meanwhile, light to moderate rain with occasional heavy rain can occasionally affect Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Albay, Camarines Norte, Camarines Sur, Catanduanes, Sorsogon, Masbate, Aurora, Quezon, Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte, Surigao del Sur and Visayas.

PAGASA advised the public to remain vigilant against possible floods and landslides caused by rain during heavy or prolonged rainfall, especially in areas that are very or very sensitive to these hazards.

A blurry warning is still in effect over the western seas of Palawan including the Kalayaan Islands, Occidental Mindoro, Zambales and Bataan due to the rough to very rough seas that can reach 2.8 to 4.5 meters.

Sea voyage remains dangerous for fish people and those who use small boats on these shores.

Meanwhile, moderately to rough seas with waves reaching 1.2 to 3.1 meters will dominate the seas of the rest of the country.

Those using small boats were advised to take precautions when going out to sea.

Metro Manila and the rest of the country will have improved weather, but the chances of isolated rain showers and localized thunderstorms are still very likely in the afternoon or evening.

The public should take extra precautions in the event of severe storms as these may cause flooding or landslides.
