European Commission unveils plans for digital education
BRUSSELS, 30 September (Xinhua) – The European Commission on Wednesday approved a new Digital Education Action Plan, which proposes a series of initiatives for high quality, comprehensive and accessible digital education in Europe.
“The main lesson of the COVID-19 crisis is that digital education should no longer be seen as a separate island, but as an integral part of all education and training,” said Margrethe Vestager, Executive Vice President of the Commission responsible for A Europe Fit for The Digital Age, a teacher quoted him as saying at a press conference in Brussels.
Vestager said it was with this in mind that the Commission has proposed that 20 per cent of Recovery and Sustainability Facilitation be invested in digital transformation through repositioning and over-employment of people and modernization of public services including education.
Under the € 750 billion (US $ 879 billion) recovery package agreed by European Union (EU) leaders in July, € 672.5 billion has been allocated to Repair and Sustainability Facilitation, making it the single largest program.
Vestager said modernizing education is about adapting what is taught and how it is taught. A framework for the use of artificial intelligence and data in teaching and learning will be developed.
The action plan also prioritizes increasing digital skills and competencies as more than one in five young people fail to reach a basic level of digital skills, she noted.
Vestager said a new certificate would be created to serve as a kind of “passport” for Europeans to show their level of digital ability.
Meanwhile, the European Commission adopted a communication on the European Research Area, a research-focused initiative to enable substantial and marketable innovation.
Vestager said EU member states that are below the EU average in research should increase their overall investment in research and development by 50 per cent in the next five years, using EU funds.
