Coronavirus: What is happening in Canada and around the world on Thursday

Ontarians are waking up with a new order to stay home today, but questions remain about how exactly the rules will be enforced.

The province announced the order earlier this week, part of a series of new restrictions, as it declared a state of emergency due to rising cases and hospitalizations. The restrictions took effect at 12:01 on Thursday and will remain in effect until at least February 11th.

On Wednesday evening, the Ontario government released the full text of the order outlining the conditions under which residents can leave their homes. The list includes: work, school and childcare; receiving necessary goods and services such as food, health care and financial services; and exercise.

People living alone can gather with members of a single home. The order also does not apply to homeless people. The full text of the order can be found here.

While the province has said police officers and bylaws will have the power to enforce home stay orders and issue tickets, she has not provided details on how this would play out in practice.

At a news conference Wednesday afternoon, Toronto Fire Chief Matthew Pegg, who is overseeing the city’s emergency management response, said the city still did not know how it was suggested to enforce the new rules.

“We are now sitting in a position where we have … we have not even seen a draft regulation,” he said.

The new restrictions come two days after the province released an updated model showing that deaths from COVID-19 will exceed those in the first wave of the pandemic if people do not dramatically reduce their contact with others.

The province also reported 2,961 cases of COVID-19 and 74 new deaths Wednesday, bringing the official death toll to 5,127.

There were 1,674 COVID-19 patients in hospitals, including 385 who were being treated in intensive care. At Tuesday’s modeling conference, Dr. Adalsteinn Brown, co-chair of the Ontario COVID-19 Scientific Advisory Board, said about a quarter of Ontario hospitals do not have the remaining ICU capacity, while another quarter have only one or two beds available at any given time.

What is happening all over Canada

As of 7 a.m. ET on Thursday, Canada had reported 681,328 cases of COVID-19, with 79,293 cases considered active. A CBC News death toll was 17,383.

In Atlantic Canada,New Brunswick added 19 more cases Wednesday after the third death was recorded at the Shannex Parkland care home in Saint John. The house is now reporting 25 active cases, including 14 residents and 11 employees.

New Scotlandreported eight new cases, including three university students.

Newfoundland and Labrador without any new cases for the third day in a row and, with a new recovery, the active load of the province has now dropped to the three lowest levels since 4 november.

Prince Edward Island last reported a new case on Tuesday, bringing the total number of active cases to eight.

Quebec reported 2,071 new cases and another 35 dead on Wednesday. The province also said more than 1,500 residents are currently hospitalized due to COVID-19.

INManitoba, the deputy chief of public health chief, said a daily case below 200 and the lower Manitoba test positivity level since early November were “encouraging” signs, but the province is not yet clear. The province announced 158 new cases and fifty people on Wednesday.

Saskatchewan recorded 247 new COVID-19 cases and two deaths on Wednesday. Health Canada data showed the province had the highest level of active COVID-19 cases in the country on Tuesday, at 319 per 100,000 population.
