EU re-launches mandatory quota projects for women on boards | News from the world
The European Union executive is relaunching mandatory quota plans for women on boards of directors, amid slowing progress towards gender equality among senior managers.
European Equality Commissioner Helena Dalli told reporters that quotas can be a very ugly word but are also a necessary evil, in the sense that we have to use quotas because otherwise we will wait another 100 years for things to change by themselves.
Under a 2012 draft directive, companies listed in Europe would be subject to fines if they did not ensure that at least 40% of their non-executive seats were occupied by women.
But the proposals met with opposition from central and northern European member states, including the United Kingdom.
The commission announced Thursday that it is pushing ahead with the 2012 bill, launching a five-year gender equality strategy. The broad plan proposes to harmonize European law on violence against women, as well as measures to combat sexual harassment and female genital mutilation.
The committee argues that gender is of greatest concern in the area of power, with women being underrepresented in politics and business. The European Parliament has a record number of women in the European Parliament, but men still represent 61% of MEPs.
In the EU, women make up around a quarter of non-executive directors (26.4%) but the rate of increase has slowed since 2015, according to a 2019 study by the commission. Women at the top are even rarer: only 7.5% of board chairs and 7.7% of CEOs are women.
In Malta, Greece and Estonia, women make up less than 1 in 10 non-executive directors.
EU officials highlight the experience of countries that have introduced binding quotas, such as France, Germany, Italy and Belgium, which has led to a rapid increase in the number of women on boards.
France was the only member state with over 40% women on boards, according to the 2019 study. Italy ranks second with 36%, followed closely by the Sweden and Finland.
When the commission made its first attempt to set a quota for women on EU-wide boards, the government of the Conservative-Liberal Democrat coalition of the day opposed this plan, which preferred a voluntary approach led by Lord Mervyn Davies. This has helped the UK to become one of the top performing countries in the EU, with 30% women on boards by 2018, although less than women hold powerful leadership positions, such as CEOs.
But even leaving the UK does not guarantee that the law will be passed. European Commission Vice-President Vra Jourov said nothing has changed between member states' views since the EU first attempted to pass the law, but added that it was important not to give up convincing them. There are some member states that have not waited for Europe and they have introduced the quota and they see the results.
At the end of the year, Brussels will also propose legislation on wage transparency, a promise from the President of the European Commission, Ursula von der Leyen, the first woman to head the European executive.
Dalli said the law would be the first step to closing the gender pay gap in the EU, which has remained largely unchanged in the past decade. It is obvious that you cannot compare salaries, except in the case of salary transparency.
