The Vatican is promoting vaccinations, but will not punish those who refuse them.

The Vatican has clarified that employees who refuse a coronavirus vaccine will not be punished, following the postponement of an internal decree suggesting that those who were not vaccinated could be laid off.

Vatican City State said in a statement on Thursday that alternative solutions would be found for employees who did not want to be vaccinated.

This came in response to a heated debate over one February 8 Directive signed by Cardinal Giuseppe Bertello, governor of the smallest state in the world. She referred to the provisions in a law of 2011 for Vatican employees stating that anyone who refuses preventive health measures can be punished, until the termination of employment.

Pope Francis has said that coronavirus vaccinations are an ethical obligation and called the refusal to accept them a suicide. Francis, 84, and his predecessor, Benedict VXI, 93, were among the first to be inoculated when the Vatican launched its vaccination campaign last month.

The Feb. 8 decree called vaccination a responsible decision for Vatican staff and said failure to do so was a risk to others and to public health.

The Vatican City has about 5,000 employees, and many live in Italy, where vaccinations are not mandatory.

Cardinal Bertellos’s office said Thursday that his February decree was issued to protect employees and the work environment in the event of an event that could trigger a public health emergency. He also said that some jobs, especially those where employees come in contact with the public may require vaccination. Failure to vaccinate in these cases, he said, would allow alternative work solutions for the stakeholder.

The note stated that the 2011 regulations were not of a sanctioning or punitive nature and instead aimed to strike a balance between protecting the health of the community and freedom of individual choice.

Pope Francis has repeatedly called on the world’s richest nations to share vaccines with the most needy and vulnerable.
