Contact tracking system enhanced after a series of failures

Amid growing concerns about the effectiveness of contact tracking, Deputy Chief Medical Officer Paul Kelley said the incidence of unexplained infections is of great concern.

“There is concern about an increasing number of cases, especially those that occur locally, especially those that are not related to known clusters,” he said.

The State Cabinet met Friday to discuss the emerging crisis in Victoria. Following that meeting, Prime Minister Scott Morrison said other states and territories were poised to provide more assistance to Victoria.

Prime Minister Daniel Andrews did not describe the interstate support that he could provide, but so far defended his government’s treatment of the process.

On July 8, Ms Turner received an email from DHHS informing her youngest daughter that she had been exposed to a virus-infected child on June 26.

The school’s leadership advised parents to have a case confirmed at school on 1 July and advised DHHS to contact if the child was considered to be in close contact.

According to Ms. Turner, some parents traveled between states without knowing that the child may have come in contact with a positive child.

Another woman, Michelle, said her daughter was told by the nursery school that she was in close contact with the case, which was confirmed 5 days after confirmation-three days before DHHS contacted.

“There was no contact from DHHS until the 8th day of contact, and only textually after that,” she said. “We have never called.”

Without an official DHHS letter confirming the case of COVID-19, in the absence of symptoms, close contacts cannot test COVID-19.

One doctor who asked not to name her, called her contact tracking system “Shuraba”.

“The problem is that we are not allowed to test contacts without a contact notice confirmed by DHHS,” he said.

“I test them all on the basis of patients who say they are in touch, but this goes against standard advice.”

Professor Tony Blakely, an epidemiologist at the University of Melbourne, said Singapore’s early success in fighting the virus was largely due to its rapid contact tracking.

“Ideally, that contact tracking should take place within a few hours,” said Blakely.
