UCLA researchers calculated the mortality rate in Los Angeles County to be 54 per 100,000 Latin Americans, 46 blacks, and 23 per 100,000 whites. In New York City, death rates were 247 per 100,000 people, 237 were black people, and 120 were white residents, per 100,000, according to the survey.

Indigenous Hawaiians and other Pacific Islanders living in Los Angeles County are nearly seven times more likely to be infected in Los Angeles and almost five times as likely to die as Caucasian residents.

The authors recommended that cities with large populations of vulnerable residents move to implement the six recommended measures immediately.
