Opening remarks by the WHO Director-General at the launch of the Global Preparedness Monitoring Committee – October 14, 2024

Distinguished members of the Global Preparedness Monitoring Committee,
Dear colleagues and friends,
COVID-19 has powerfully demonstrated the devastating potential of pandemics.
The current outbreaks of mpox, Marburg, MERS, and H5N1 remind us that it is not a question of if the next pandemic will occur, but when.
In a world of health emergencies, there is no such thing as “normal times.”
Readiness must always be in place.
That is why WHO and the World Bank established the Global Preparedness Monitoring Board in 2018.
The COVID-19 pandemic has taught us many painful lessons. We leveraged that to establish some new initiatives.
WHO's pandemic and outbreak information hub here in Berlin for enhanced surveillance.
Pandemic Fund with the World Bank to strengthen financing.
mRNA technology transfer program to strengthen local production.
Interim Medical Countermeasures Network iMCM-net to strengthen equitable access to countermeasures.
WHO BioHub system to enhance sharing of biological samples.
And to strengthen governance, Member States approved amendments to the International Health Regulations.
You know, the biggest remaining piece of the puzzle is the WHO pandemic agreement.
Although Member States are making progress, some of the most important issues have not yet been resolved, but I am confident that they will be resolved.
I welcome GPMB's new report, which calls for adapting, protecting and connecting.
The report highlights many of the key elements that the Pandemic Agreement is designed to address.
One Health Approach.
Equitable access to medical countermeasures.
Research and development;
And most important, and most relevant to this World Health Summit, is trust.
The global response to the coronavirus disease (COVID-19) pandemic was marred by a lack of a coherent and coordinated approach based on equity and solidarity.
Only with a common response can we face our common threats.
We would like to once again thank co-chairs Corinda and Joy, and all members of the GPMB, for their time and expertise in this very timely and important analysis.
