An alarming increase in the prevalence of chronic wasting disease (CWD) in southeastern Minnesota's deer population has prompted a new management response from the Department of Natural Resources that may surprise hunters.

Effective immediately, the agency will end the deployment of snipers in all disease control zones in non-drift areas. In previous winters, gunmen were sent to the area to cull whitetail herds in disease hotspots and reduce the spread of CWD.

But with the prevalence of CWD in the southeastern state doubling in one year to more than 5%, the benefits of off-season culling are considered too poor to justify the cost. The DNR plans to formally announce this policy after the new year.

“We're seeing a spike in positive cases,” DNR Wildlife Health Program Supervisor Michelle Carstensen said in an interview. “We are past the point where culling in this area would have any effect. The gates are open and the horses are out.”

As a result, computer modeling predicts the prevalence of CWD in wild deer in the region will rise to about 15% by 2028, she said. Continued offseason culling, which costs more than $800,000 a year, would keep the spread to a minimum, she said.

“Once the disease prevalence exceeds 5% and is widespread, culling becomes ineffective at controlling the disease in the area,” Carstensen said.

CWD is a neurological disease that is always fatal to deer, but it is feared because it has been shown to infect a high percentage of deer, elk, and moose. According to the U.S. Centers for Disease Control and Prevention, there is no direct evidence that CWD is contagious to humans. However, some experiments have raised concerns that CWD may pose a risk to people, and government agencies have advised people not to eat deer infected with CWD.

Carstensen said the state's plan is hampered by a lack of landowners who would allow access to culling operations. She said she doesn't blame landowners for their reluctance. But in disease zones dominated by private land ownership, access to just 10 percent of targeted areas was not enough to break the cycle of disease transmission, she said. Infected deer shed the disease in a way that increases the risk of infecting nearby deer. The culling always targeted approximately 2 square miles of pockets where disease was detected and deer were congregating. However, because of limited access, too many diseases were left untreated and susceptible to infection.
