today, Halloween & Costume Association And Harvard Global Health Institute Has been released Color-coded map showing coronavirus risk levels by county To help give family guidance on how to safely celebrate Halloween. The county falls into one of four risk levels calculated by a 7-day moving average of daily cases per 100,000 population. Risk levels correlate with color.
- Green: less than 1
- Yellow: less than 10, greater than 1
- Orange: less than 25, greater than 10
- Red: greater than 25
The early high-risk “red zone” areas include some southwestern states, as well as parts of North Dakota and South Dakota. Some of Maine, Colorado, and Oregon have low risk and are classified as “green zones.”
Once parents find a color that is relevant to their county, they can scroll down from the map to find activity suggestions based on their risk level. Activities in the Green Zone include trick or treats and costume parties in small neighborhoods. Zoom parties and scavenger hunts at home are recommended in the Red Zone.

“We do not make decisions for people.” Dr. Ingrid Katz, An infectious disease expert at Harvard University, who helped develop the map, told USA TODAY. “People can make informed decisions themselves.”
As a mother, she is currently planning to allow her son a trick or treat this year. She says the risk of spreading is less outdoors than indoors. Most tricks or treaters wear masks and keep a distance, so Katz says many should be okay to celebrate Halloween.
