Millions of pounds of historic factory restorations are back on track as plans are approved

The multi-million-pound project to restore the Lee Spinners Mill has taken an important step this week as the site’s latest plans have been approved.

Lee’s largest building, a Grade II listed building, has been granted planning permission for new emergency stairs, stairs and lifts by the Wigan Council.

Described as the UK’s most important late mill, the building is on the Risk Registration of the Historic England Building due to fabric issues.

The new lifts installed will be battery operated in an emergency. This means that firefighters can use it to evacuate people with disabilities.

The council received 11 objections to the plan application.

However, Chief Planning Officer Dave Rawsthorne said many of the dissenting opinions were related to a broader desire for future use of the building.

He states: “This proposal is being promoted by the fire authorities, not the preservation trust.

“They have to spend a fair amount of money when they are low on money and are trying to get money from a variety of sources.”

The trust, which does not own a factory, has already secured £ 2m for repairs, but spends about half of this money on roof repairs.

A small local charity held six public meetings with 699 people, claiming that there were only four objections to the ideas at the meetings.

Golborne and Lawton West councilor Jenamelet said the decision to approve the listed building consent application was “easy.”

She states: “In order for them to move forward and operate as a business and be able to use this building in the future, they will need an elevator and appropriate emergency exit stairs inside.

“We are well aware that if there are suggestions for the various businesses that will enter this, it will need to come back to us.

“If you want to keep using this building, I don’t know why you disagree with it.”

The application was unanimously approved by the Planning Committee on Tuesday.
