There is also public opposition to the restrictions. Police in central London said they had arrested 155 people during a demonstration against the blockade on Saturday.
Mr Gove said infection levels across the country remained “unpleasant and threateningly high.”
“These new layers have the ability to prevent the NHS from being overwhelmed until the vaccine arrives, along with the broader deployment of high-volume testing,” Gove said.
