New Chancellor of the Exchequer Rishi Sunak presents his first budget on Wednesday, March 11.
I would say that there are three tests for this budget which will also give us a clear idea of the type of government that Boris Johnson intends to lead.
My three priorities are the climate crisis, the shortage of social rental housing and the sleep crisis. It would be encouraging to hear clear emergency plans to protect charities from the fallout of the coronavirus.
Given the climate crisis, I would like to see support for smaller housing associations like Brighton Housing Trust to allow us to renovate our homes to meet the highest possible environmental standards.
We are committed to reviewing all of our homes, but affordability is a major challenge given that the government has asked us to reduce the rents we have charged for four years.
This has had a serious impact on our housing finances and increases the challenge of paying for improved environmental standards that were not necessary when we built these houses in the 1980s and 90s.
Large home builders are way below what is needed to start tackling the housing crisis, so we need investment in new housing, especially for community housing organizations , in order to be able to develop small underused sites that are already in public ownership, using a non-profit model.
The so-called affordable housing program is not affordable. We need housing with the rents that people in a high-priced but low-wage area like Brighton and Hove can really afford.
I salute Boris Johnson's commitment, backed by an overt promise, to end violent sleep by 2025.
This will require long-term funding in services such as counseling, to prevent homelessness in the first place.
We need support services that will help people keep their homes. Most importantly, we need more housing for the homeless and those likely to become homeless due to the high cost of rent.
The Boris Johnson government is less focused on ideology than, say, the governments with George Osborne and Philip Hammond.
He is more ambitious and we have seen that he is willing to spend substantial sums to bring about major changes in society.
The image on the coronavirus is still emerging and charities will step up to meet an increased need, but this must be recognized by the national government.
In the event of a worsening crisis, many charities will provide a lifeline to those who isolate themselves or are quarantined due to the pandemic.
At the Brighton Housing Trust, we are particularly concerned about what will happen to people who sleep poorly or who live in shared and supported housing.
Many already have compromised immune systems. The coronavirus could be particularly devastating for these groups.
We are planning for emergency measures, but if we have an epidemic in one of our shared houses or hostels, we may need to settle some people and not fill the vacancies.
The well-being of our residents, customers and staff is of utmost importance. This could outweigh the financial well-being of the organization.
I therefore ask the Chancellor to make an emergency fund available to support organizations that put public health first.
