Cabinet Minister Michael Gove announced yesterday the decision to publish the draft treaty in a written ministerial statement to MPs.
Gove acknowledged that "significant differences" remained between the two sides after last week's first round of trade negotiations in Brussels, including over the EU's request for a "level playing field" on standards.
He added: "The UK team has made it clear that on January 1, 2021, the UK will regain full economic and political independence, and that future relations should reflect this reality.
“Discussions in some areas have identified a certain degree of common understanding of the terrain that future discussions could cover.
"In other areas, including fisheries, governance and dispute settlement, and a level playing field, there were, as expected, significant differences."
A sign that the EU is still refusing to budge, European Commission President Ursula von der Leyen said yesterday that the UK must "make up its mind" on a post-Brexit trade deal.
She said that "we know what each party stands for", but then said that the UK had to think about the economic compromises it was willing to accept if it deviated from the rules of the EU.
Speaking in Brussels, the head of the EU said: "I think we have both presented our negotiating mandates, you know we want to be very ambitious, we want to have very good relations with our British friends.
"We are aware that there are differences in approach as to the scope of the future agreement and what are – if I may say so – the rules of the game with which everyone must abide.
"So it will be important for the UK to decide – the more they want to have access to the single market, the more they have to follow the rules which are the rules of the single market.
"If it is not the choice of the United Kingdom, then, of course, they will be further apart and it will be more difficult for the United Kingdom to access the single market.
"So I think that it is in the United Kingdom, in the context of the negotiations, to think about the compromises that it wishes to take into account".
