Formerly described as a "career psychopath" by former Prime Minister David Cameron, Mr. Cummings appears to have become the most powerful unelected political figure in the country. He appeared as Michael Gove's special advisor in 2007. He then drew more attention as the administrative leader behind the successful Vote Leave campaign in the 2016 EU referendum and when Boris Johnson became Prime Minister in July 2019, Mr. Cummings was installed as his chief aide, directing operations on Downing Street.
It can largely be credited with the triumph of the Conservative Party in the general elections of December 12 and the issue of Brexit.
In recent months, however, the Brexit guru has drawn a lot of criticism.
He has more than once been charged with being "mean" and mistreating staff on Downing Street.
However, in an interview with Express.co.uk, former Ukip MP and Vote Leave insider Douglas Carswell dismissed these allegations and lifted the lid on Mr. Cummings' brilliant personality and relationships with Mr. Johnson.
He said: "I have known Dominique very well for more than 20 years.
"He is incredibly motivated, motivated and incredibly brilliant.
"He has a clarity of thought that very few people in politics have.
"I have never seen – and I have seen a lot of Dominic during the referendum campaign on Brexit – speak to people with great respect.

"I know Dominic was close to Michael, but Michael and Boris broke up throughout the campaign.
"But it's all forgotten now.
"I guess in politics there are tensions that people don't always see, but from what I have seen, everyone seemed to get along very well."
