EL PASO The Biden administration vowed on Thursday that its border strategy would succeed over time despite a record influx of migrants across the U.S.-Mexico border as it lifts pandemic-era measures and overcrowding worsens in government facilities.

Illegal border crossings topped 10,000 a day this week, the highest levels on record, as the Title 42 border policy expired at 11:59 p.m. Thursday. Thousands of migrants crossed the Rio Grande in the Brownsville, Texas area or arrived elsewhere, including more than 800 miles away on the dusty strip of US land between the banks and the border wall to the east from downtown El Paso.

As the midnight expiration time passed, Homeland Security Secretary Alejandro Mayorkas posted a video statement on Twitter, warning that people who arrive at the border without going through a legal route will be presumed ineligible for the asylum. He also warned that 24,000 Border Patrol agents and officers and thousands of troops and contractors are on hand to enforce the policy.

Shortly after, the American Civil Liberties Union tweeted that it was suing to end the restrictions, saying they closed off access to security for the majority of people seeking asylum in the United States.

We just want to get through, but that process is so slow, said Jesus Jurez, 26, from Venezuela, who said he spent a month crossing several countries to reach a spot outside Gate 40.

He and his cousin Carlos Jurez, 31, had scratchy throats and bloodshot eyes after spending hours in the swirling dust and scorching sun. US agents periodically opened the gates to allow groups of 10 or 15 people to enter for treatment and a chance to seek US protection. But 100 more are coming, said Jesus Jurez.

The White House expired the Title 42 emergency public health policy on Thursday, and for months US officials have predicted a surge of migration would occur after they would no longer be able to rapidly deport cross-border commuters under pandemic restrictions.

Mere anticipation of the policies ending sparked a race to the border this week as tens of thousands of migrants crossed, some saying they fear they will be more likely to be deported after the measure is lifted .

A memo released Wednesday by Border Patrol Chief Raul Ortiz authorized supervisors in crowded areas to quickly release migrants using an authority he called Parole with Conditions. Migrants will be screened and asked to report to US immigration authorities in their destination cities within 60 days.

According to the Ortiz memo, the decision to release a non-citizen on parole should always be made on a case-by-case basis, considering all the facts and circumstances at the time of the non-citizen inspection, and only if there is an urgent humanitarian reason, such as ensuring the safety, health and security of the individual non-citizen, or a significant public benefit justifying parole.

Border Patrol recorded an average of 8,750 migrant encounters per day over the past week, the memo notes, more than double the peak of the 2019 crisis, when record numbers of Central American families overwhelmed the Trump administration.

But U.S. District Judge T. Kent Wetherell ruled late Thursday that the new release plan was materially indistinguishable from a similar policy he ruled illegal in a March ruling siding with the state of Florida.

In either case, foreigners are released into the country on an expedited basis without being placed in deportation proceedings and with little or no vetting and no oversight, Wetherell wrote. His previous decision indicated that the Biden administration had turned the border into little more than a speed bump for illegally arriving migrants.

Wetherells order will remain in effect for 14 days.

Customs and Border Protection officials had more than 25,000 migrants in holding cells and processing facilities along the border this week, three times the capacity of the systems, according to the latest government data obtained by the Washington Post.

Thousands of mostly Venezuelan migrants crossed the Rio Grande in the Brownsville area, many using inflatable flotation devices. Texas National Guard troops and state police deployed by Gov. Migrants have complained of no international agencies coming to their aid as they wait in the sketchy encampments they have set up in this peculiar corridor of land separated from the United States by the bars of the border wall.

Nobody helped us. No one at all, said Angel Moran, a 50-year-old Venezuelan who said he waited six days. I have never seen an international group here. Moran said he was the coordinator of the organization Mesa de Unidad Democrtica in Venezuela, a group opposed to Venezuelan President Nicols Maduro and his predecessor Hugo Chvez, so he felt his need to flee was urgent.

In shelters on the Mexican side and along the streets of Ciudad Jurez, migrants were faced with a choice: cross now or wait for a tense situation to pass.

Severino Ismael Martinez Santiago, director of the Pan de Vida shelter in Ciudad Jurez, the Mexican border town across from El Paso, said many migrants were confused about what the lifting of Title 42 rules would mean for their efforts to obtain legal entry into the United States. states.
