WASHINGTON Today, the Department of the Treasury's Office of Foreign Assets Control (OFAC) designated twelve individuals serving in leadership and management positions within AO Kaspersky Lab (Kaspersky Lab).

Today's action against Kaspersky Lab executives underscores our commitment to ensuring the integrity of our cyber domain and protecting our citizens from malicious cyber threats, said Brian E. Nelson, Under Secretary of the Treasury for terrorism and financial intelligence. The United States will take necessary steps to hold accountable those who seek to facilitate or enable these activities.

Yesterday, the Department of Commerce issued a final decision pursuant to Executive Order (EO) 13873 prohibiting Kaspersky Lab, Inc., its affiliates, subsidiaries, and parent companies, directly or indirectly, from providing antivirus software and products or services cybersecurity in the United States. or to American persons. The Department of Commerce reached this decision after an investigation found that transactions involving the products and services of Kaspersky Lab, Inc. and its group of companies pose an unacceptable risk to the national security of the United States or for the safety and security of United States citizens, as set forth in EO 13873.

Additionally, the Department of Commerce designated AO Kaspersky Lab and OOO Kaspersky Group (Russia) as well as Kaspersky Labs Limited (UK) to the Entity List for their cooperation with Russian military and intelligence authorities in support of Russian government cyber intelligence objectives. . These activities are contrary to the national security and foreign policy interests of the United States.

Previously, the Department of Homeland Security issued a binding operational directive requiring federal executive branch departments and agencies to cease use and remove Kaspersky Lab-branded products and services, as defined, from their information systems. This action was based on information identifying security risks presented by the use of Kaspersky Lab products on federal information systems. Kaspersky Labs antivirus products and solutions provide broad file access and elevated privileges on computers where the software is installed, which can be exploited by malicious cyber actors to compromise these information systems.

Tikhonov, Borshchev, Efremov, Chekunov, Dukhvalov, Suvorov, Zenkin, Alekseeva, Gerber, Ivanov, Astrakhan and Kulashova are designated in accordance with Decree EO 14024 for having carried out or engaged in activities in the technological sector of the economy of the Russian Federation .

OFAC did not name Kaspersky Lab, its parent or subsidiary companies, or its CEO.

IMPLICATIONS OF SANCTIONS

As a result of today's action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC.
