UK reveals importers made deliberate errors in forms to avoid Brexit border costs |  Brexit

 


The government has accused companies importing goods from the EU of making deliberate and criminal mistakes in key documents to avoid new Brexit border charges.

In a notice sent to traders this week, the government said it was aware that some traders and logistics companies were repeatedly filling out forms incorrectly and would crack down on this practice. It comes just weeks after the government brought in new checks on plant and animal products coming into the UK from the EU.

The new rules, which took effect April 30, require certain products to be inspected at border checkpoints across the country, and importers will be charged varying fees depending on the type of product they are importing.

However, the government said some companies were failing to comply with the rules and were making persistent and/or deliberate errors. Ostensibly to avoid inspections and additional import costs.

The notice said willful false reporting on the form is a criminal offense and that Port Health will actively investigate such conduct and take action if evidence is discovered.

Under the new border regulations, products will be classified as low, medium and high risk. Low-risk products require no testing at all, medium-risk products receive testing, and high-risk products require more testing.

Checks can take hours and be subject to multiple delays, which can threaten the shelf life of some perishable products or miss customer delivery times.

A notice sent by the Department for Environment, Food and Rural Affairs (Defra) said some companies regularly declare medium-risk products as low-risk, while classifying their high-risk products as medium. There were also issues with importers not including export sanitary certificates for meat and dairy products and phytosanitary certificates for plants.

Defra also added that it is aware of importers who are trying to include multiple export health certificates on their common health entry document when regulations require there to be only one. This saves businesses money as importers pay up to $145 for each customs document.
