US military raises security alert level at European bases in response to threats

The U.S. military has stepped up security measures at its bases across Europe, asking service members to be more vigilant and keep a low profile because of a combination of threats it is seeing across the region.

U.S. European Command said in a statement Sunday that “a variety of factors play a role in the security of the U.S. military community abroad.”

The increased threat level for Charlie — the second-highest of five for the military — is the result of a combination of events across Europe, including elections in France and the United Kingdom, the upcoming Olympics and other major sporting events, and the ongoing wars in Ukraine and Gaza, according to two U.S. officials who spoke on condition of anonymity to The Associated Press to provide additional details. But they said they were not aware of any specific threats.

“These are dangerous times,” said Samantha Vinograd, a CBS News national security contributor and former assistant secretary for counterterrorism and threat prevention at the Department of Homeland Security. “Large mass gatherings are often a time of great concern.”

She also pointed to reports in the New York Times that Russian threats against the United States over its support for Ukraine are a factor.

Pentagon deputy spokeswoman Sabrina Singh would not say Monday whether bases in the Middle East, Africa or the Indo-Pacific region benefit from a similar level of enhanced protection. However, one of the officials said that many of those bases, particularly those in the Middle East and Africa, already benefit from higher levels of security.

The increased threat level for Charlie means additional security measures will be put in place at U.S. military installations, but it's up to each commander to determine what those measures are. It also means that service members and their families who live in each community must be more aware of their surroundings and maintain a low profile, one of the officials said.

Vinograd told CBS News on Tuesday that the action led to “enhanced security measures at the bases” and “reducing the number of non-essential personnel coming to the bases, as well as other measures to ensure the safety of its employees.”

In May, the FBI and the Department of Homeland Security issued a global alert warning American citizens of possible terrorist attacks abroad. The alert was prompted by intelligence reports of threats from the Islamic State against Pride events in parts of Europe, three sources told CBS News.

“Overall, this is an intense period from a terrorism perspective and the military is clearly taking steps to ensure operational security,” Vinograd said.
