Joint Declaration on Strengthened Defence Cooperation between Germany and the United Kingdom

 


The German Ministry of Defence and the British Ministry of Defence are committed to improving and further strengthening bilateral defence cooperation to better meet the common challenges of the 21st century and to safeguard the common interests of both countries in defence-related areas to the fullest extent possible.

Recognizing the need for closer cooperation in the face of evolving geopolitical challenges and shared security threats, and building on existing beacons of bilateral German-British cooperation, such as the German-British Amphibious Engineer Battalion 130 in Minden, the German and British Defence Ministers are committed to forging new paths of enhanced partnership and defence cooperation to enhance stability in NATO’s Eastern Region, Europe as a whole and the Euro-Atlantic region. We see closer defence cooperation as an important first step in the new relationship between Germany and the UK.

Strategic context

In light of the worsening security concerns and the deteriorating strategic environment caused by Russia’s aggressive war against Ukraine, a unified response is needed to preserve European security. The German and British Defence Ministers recognize the urgency of the situation and the need for close cooperation to jointly address these challenges.

As staunch NATO allies, we reaffirm our commitment to NATO principles and recognize the indispensable role of NATO in ensuring our collective deterrence and defense. We recognize the need to strengthen Europe’s contribution to NATO to strengthen our ability to effectively respond to evolving security threats.

Through strategic collaborations on defense procurement, research and technology innovation, we aim to contribute to our responsibility to strengthen industrial capacity and improve operational efficiency. By leveraging our respective strengths and promoting interoperability, we will build a resilient partnership that can address the complex security challenges facing our region.

As we meet these challenges together with our partners, we are guided by our shared values ​​of democracy, freedom and the rule of law. Germany and the UK are committed to working together to maintain the Alliance’s effective and credible deterrence and defense mission. At the same time, both Germany and the UK are committed to the security of Europe.

Strengthening the defense industry as a priority:

The two ministries will explore opportunities to contribute to fostering and promoting a European defense industrial base, foster joint procurement initiatives and interoperability, and advance research and development efforts to enhance capability production and technological innovation.

Strengthening Euro-Atlantic Security:

We will affirm NATO as the cornerstone of our defense architecture, work to strengthen NATO, enhance mutually reinforcing cooperation between NATO and the EU, restart dialogue among allies, and support collective action in international forums.

On NATO’s eastern flank, we are committed to strengthening cooperation within the framework of forward-looking forces and NATO preplanning to support deterrence activities and the Allied territorial defense capabilities. This includes close coordination and cooperation within the 3+3 Defence Ministerial format, bringing together the three Baltic States and the three Framework States: Germany, the United Kingdom and Canada.

Improved interoperability:

Recognising the importance of seamless cooperation, we strive to improve interoperability between the German Bundeswehr and the British Armed Forces in all areas and to strengthen NATO standardization.

Addressing new threats:

To address evolving security challenges, including hybrid warfare, cyber threats, and climate change, we will explore joint efforts aimed at strengthening our collective resilience and response capabilities within each agency’s responsibilities.

Ukraine Support:

The two ministers aim to coordinate long-term military assistance to Ukraine, foster stability, and strengthen the country's defenses against external aggression.

Deep Precision Strike:

The German and British Ministry of Defence will work with partners to undertake long-term, comprehensive cooperation in the area of ​​long-range capabilities.

Intergovernmental Cooperation Structure

To facilitate strategic direction and oversight, the close cooperation we intend could include the establishment of a senior group to direct defense cooperation and an annual meeting with the Minister of Defense. We also propose enhanced dialogue among parliamentarians on defense issues and a joint strategic planning forum.

Defense Industry Cooperation

Building on existing frameworks such as OCCAR, the Eurofighter/Typhoon programme and the Boxer User Group, as well as the Bilateral Ministerial Equipment and Capability Cooperation (MECC), the German and UK Defence Ministers have committed to fostering joint procurement initiatives, advancing NATO standardisation and promoting technology sharing. In addition, the Departments will share their views on defence exports within the framework of joint programmes, including through regular consultations, to strengthen our common security and support our respective defence industrial bases. We intend to share our views on the defence industrial strategy based on a structured dialogue and cooperation framework across the land, air and maritime domains.

We will seek opportunities to expand military cooperation and ensure a coordinated and effective response to emerging security challenges. We will place renewed emphasis on defense diplomacy, interoperability, military doctrine development, and high-level strategic exchanges. We are committed to strengthening intensive exchanges, promoting robust dialogue, and mutually supportive initiatives. Interoperability will remain the cornerstone of our partnership, strengthened by joint training programs and shared technological advancements.
