Penn fell to 10th place in U.S. News & World Reports' annual ranking of best national universities, marking its lowest position since 1997.

A preliminary copy of the top 10 schools in the 2024-25 rankings, obtained exclusively by The Daily Pennsylvanian, shows Penn ranked four spots lower than last year’s list and No. 4 among Ivy League schools. Princeton University took the top spot in the ranking, followed by the Massachusetts Institute of Technology at No. 2 and Harvard University at No. 3.

The official rankings will be released Sept. 24 on the U.S. News website. Penn and the other schools in the top 10 did not respond to requests for comment as of press time.

“U.S. News provides preliminary information to institutions on our best college rankings,” a U.S. News spokesperson wrote to the DP. “Any information provided is considered final only from the time it is posted on USNews.com through the date of our publication. This year, that date is September 24.”

Prior to this year, Penn had maintained a position of 9th or higher in the U.S. News rankings since 1997, when the school was ranked 13th nationally.

The results also show that the top three universities remained unchanged from last year's ranking. Stanford University, which tied for third place last year, slipped to fourth. Yale University held on to its fifth spot. Penn saw the largest year-over-year decline in its ranking of all the top 10.

Four universities are tied for No. 6, the spot Penn held in last year’s 2023-24 rankings. California Institute of Technology and Duke University moved up from No. 7 to a tie, while Johns Hopkins University and Northwestern University moved up from No. 9 to No. 6. Brown University, which was also tied for No. 9 in last year’s rankings, slipped out of the top 10.

According to a U.S. News article, this year’s ranking methodology removed first-generation college graduation rates as a factor for national universities and historically black colleges and universities, replacing that figure in its formula with Pell Grant completion rates. The rankings still factor in student outcomes like retention rates, graduate debt and post-graduation earnings.

About two-thirds of the schools surveyed, including nearly all of the top 100 national universities, submitted their own data for the rankings.

Last year, the DP reported that Penn likely listed inaccurate student-to-faculty ratio measures used by the U.S. News rankings, according to several higher education experts. The experts spoke with the DP about the underlying conflicting measures Penn appears to have listed for its student-to-faculty ratio for more than 15 years, and what that means for the university’s U.S. News rankings.

It is not yet clear what figures could have caused a change in the university rankings between this year and last year.
