British Foreign Secretary and US Secretary of State make first-ever joint visit to Kiev, David Lammy announces over $600 million in aid to Ukraine
Foreign Minister David Lamb visits Kyiv today. [11 September]Britain met for the first time with new ministers to demonstrate Western support for Ukraine against Russian aggression, alongside U.S. Secretary of State Antony Blinken. Britain announced a minimum of $242 million in funding and $484 million in financial aid and military equipment deliveries to support Ukraine in the face of relentless Russian aggression.
Foreign Secretary David Lammy and US Secretary of State Antony Blinken will visit Kiev today to reiterate the UK-US joint support for Ukraine. This is the first joint visit by a UK Foreign Secretary and US Secretary of State, and underscores the UK and US unwavering commitment to supporting Ukraine.
The two ministers saw firsthand how resilient Ukraine has been in defending its borders and independence, and were scheduled to meet with President Zelensky and Foreign Minister Sibiha, becoming the first foreign ministers to meet their new counterparts.
On his first visit as Foreign Secretary, Mr Lammy will announce at least $600 million worth of aid to Ukraine to combat Putin’s illegal aggression. Prime Minister Keir Starmer pledged earlier this year to provide $3 billion a year in military aid to Ukraine as needed.
This confirms $242 million announced for immediate humanitarian, energy, and stabilization needs and reform, recovery, and reconstruction assistance from 2024 to 2025. As Russian missile and drone attacks kill civilians and destroy critical infrastructure, this commitment will ensure support for Ukraine’s most vulnerable populations and support for longer-term economic, reconstruction, and energy needs.
The Foreign Secretary also announced his intention to deploy $484 million worth of World Bank loan guarantees by the end of the year to strengthen Ukraine’s economic stability. This will support essential public services, including opening schools and hospitals, paying civil servants and supporting pensions. The World Bank loan guarantees are the second in a $3 billion package that the UK pledged at the Ukraine Recovery Conference in London last year.

Together with the United States, we are committed to providing Ukraine with what it needs to resist Russia’s illegal aggression. Their fight for freedom, liberty, and democracy is also a fight for the security of the United Kingdom, the security of Europe, and the security of the world. Together with the United States, we stand firm with Ukraine for as long as it takes.
This year’s quantum funding includes $100 million in humanitarian assistance to support the most vulnerable Ukrainians, including those living in communities on the front lines of Russia’s relentless aggression and those displaced from neighboring countries and communities. This includes evacuation assistance, emergency response to Russian missile attacks across Ukraine, and life-saving assistance for migrants.
This year, we will double our support for essential repairs and protection of the power grid, restore access to critical power supplies, and strengthen Ukraine’s energy infrastructure with an additional $20 million. The UK’s ongoing support has funded rooftop solar panels to power hospitals, back-up generators to keep the lights on, and power generation equipment in Kharkiv and Odessa. With Ukrainians continuing to suffer power outages and essential services without power, the UK’s support to strengthen Ukraine’s energy system is what will keep the lights on in Ukraine.
$40 million will provide funding for stabilization and early recovery so that Ukraine can not only win the war but also move forward toward peace. This funding includes critical support for Ukraine to resist Russian aggression, support for stabilizing newly liberated territories, and support for holding accountable those responsible for war crimes committed in Ukraine.
While in Kiev, the Foreign Secretary was due to attend the annual summit of the International Crimea Platform to demonstrate international unity in condemning Putin’s illegal annexation of Crimea a decade ago. The UK and its international partners are united in their efforts to restore Ukraine’s sovereignty and territorial integrity.
The Foreign Secretary will also announce the first investment in Ukraine by British International Investment (BII), the UK’s development finance agency under the G7-launched Ukraine Investment Platform. This $30 million contribution to the European Bank for Reconstruction and Development’s (EBRD) Trade Facilitation Programme will support trade flows in essential goods, including food, from Ukraine. This is the first allocation of $250 million of capital to BII, which the UK announced at the Ukraine Recovery Conference in London last year.
The Defence Secretary also confirmed today that the support announced in April, including air defence missiles, F16 fighter aircraft, AS90 self-propelled howitzers and spare gun barrels, military boats and naval artillery, has now been delivered as part of the Government’s commitment to accelerate and expedite the delivery of military assistance to Ukraine.
In addition, the Defense Secretary announced today that hundreds of additional air defense missiles, tens of thousands of additional artillery rounds, and more armored vehicles will be delivered to Ukraine by the end of the year.

Russia’s indiscriminate attacks on the Ukrainian people and infrastructure, often behind the front lines, underscore the urgent need to continue to strengthen support for Ukraine. That’s why I am pleased to confirm that additional assistance will be arriving in Ukraine by the end of this year.
When I met with my Ukrainian counterparts in London last week and with the 50-nation Ukraine Defence Contact Group in Germany, I made it clear that Britain’s support will continue as long as it is needed. We stand united against Putin’s illegal war. Britain’s and Europe’s defence begins in Ukraine.
On his second day as defense secretary, Defense Secretary John Healey traveled to Odessa and spent the afternoon with President Zelensky, pledging to move forward with deliveries.
