No more off-base drinking for US troops in Japan

The head of U.S. military forces in Japan has issued a directive restricting public access to alcohol after a series of alleged sexual assaults by service members in Japan earlier this year.

In a Sept. 16 freedom order, U.S. Forces Japan banned troops from visiting off-base drinking establishments and consuming alcohol in public between 1 a.m. and 5 a.m. daily .

The decree applies to all military personnel, regardless of their age.

The rules took effect Tuesday, according to the order, and apply to all military personnel serving in Japan under the U.S. Indo-Pacific Command.

The memorandum calls on military personnel to monitor their own conduct and that of other service members, and to immediately report any illegalities to their superiors.

Acts of indiscipline or misconduct by U.S. military personnel negatively impact international relations, tarnish the image of the U.S. military, and affect our military readiness, the order states.

Commanders retain the right to strengthen policy when appropriate, as well as grant exemptions to the curfew, according to the order.

The restrictions come after several military personnel were arrested for sexual assault in Japan's Okinawa region over the past six months.

The order also calls on commanders to refrain from granting release to servicemembers who do not follow specific service and DoD guidelines regarding sexual assault prevention and response training.

Commanders must also stay current on sexual assault personal responsibility and prevention training, according to the command.

50,000 U.S. troops are stationed in Japan, half of them in Okinawa, according to a previous Military Times report.
