The British government will not apologize for its role in the transatlantic slave trade at the Commonwealth Heads of Government (Chogm) summit in Samoa next week, Downing Street has said.

Downing Street said on Monday the government would not pay reparations for slavery. If news comes out that neither an apology nor compensation is on the agenda, there is a possibility that Keir Starmer, who is attending this meeting, may clash with other countries.

All three candidates to succeed Patricia Scotland as Commonwealth secretary-general have said they support compensation for countries harmed by slavery and colonization.

King Charles is also scheduled to attend this summit. He said he felt the greatest sadness and regret over the atrocities committed by Kenyans fighting for independence from British colonial rule last year.

However, he failed to apologize, and Kenyan human rights groups condemned this as a mistake. An apology would have required the consent of ministers.

The British government confirmed to the BBC that it has no plans to issue a symbolic apology even if the issue of historical links to slavery is raised at the summit.

There was speculation that the newly elected Labor government would apologize for Britain's role in the transatlantic slave trade. Last year a number of Labor MPs, including Bell Ribeiro-Addy, called for the apology to be made party policy.

However, Downing Street appears to be continuing the policies of the previous Conservative government. Last year, Rishi Sunak rejected an apology and said trying to reveal our history was not the right way to go.

In 2006, Prime Minister Tony Blair called the slave trade a crime against humanity in an article for New Nation, but failed to issue an apology despite pressure from activists and the Archbishop of York.

A year later, at a press conference with then-Ghanaian President John Kufuor, Prime Minister Blair said this when asked why he had not apologized earlier: Actually, I said that. sorry. And now I say it again.

Starmus' official spokesman said on Monday the prime minister would visit Samoa to discuss shared challenges and opportunities facing the Commonwealth, including promoting growth across the economy.

Some UK institutions have begun the process of paying compensation unilaterally. The Church of England has pledged to set up a $1 billion fund to address its role in the legacy of slavery. Last year, the Guardian apologized for the paper's founders' role in transatlantic slavery and announced a more than 10 million restorative justice program.

Labor's decision to maintain the previous Conservative government's position that reparations was not even an issue for discussion risks angering some Commonwealth countries ahead of the summit.

Among its duties is to select a new secretary-general, a British colleague and former attorney-general who has held the role since 2016, instead of Scotland.

Candidates from Gambia, Ghana and Lesotho who ran on behalf of Scotland last month all supported financial reparations or other types of reparative justice for countries involved in slavery and colonization.

The UK is under increasing pressure, both internally and from other countries, to consider this issue. Last year, the All-Party Parliamentary Group for African Reparations held a meeting in London to agree a future approach to taking the issue forward.
