US to send $1.25 billion in weapons to Ukraine, seeking aid before Biden leaves office

WASHINGTON (AP) The United States is expected to announce it will send $1.25 billion in military aid to Ukraine, U.S. officials said Friday, as the Biden administration works to secure as much help as much as possible to kyiv before leaving office on January 20.

The large aid package includes a significant amount of munitions, including for the nation's advanced surface-to-air missile systems and the HAWK air defense system. It will also supply Stinger missiles and 155mm and 105mm artillery shells, officials said.

The officials, who said they expected the announcement to be made Monday, spoke on condition of anonymity to provide details that have not yet been made public.

The new aid comes as Russia has launched a series of attacks on Ukrainian power facilities in recent days, although Ukraine said it had intercepted a significant number of missiles and drones. Russian and Ukrainian forces are also still engaged in a fierce battle around the Russian border region of Kursk, where Moscow has sent thousands of North Korean troops to help reconquer territories conquered by Ukraine.

Earlier this month, senior defense officials acknowledged that the Defense Department may not be able to send Ukraine's entire remaining $5.6 billion in weapons stockpiles and of Pentagon equipment passed by Congress before President-elect Donald Trump was sworn in.

Trump discussed the possibility of reaching some sort of negotiated settlement between Ukraine and Russia, as well as his relationship with Russian President Vladimir Putin. Many U.S. and European leaders fear it will result in a bad deal for Ukraine and fear it will not provide Ukraine with all of the arms funding approved by Congress.

The aid contained in the new program falls under the Presidential Withdrawal Authority, which allows the Pentagon to remove weapons from shelves and send them quickly to Ukraine. This latest aid would reduce the remaining amount to about $4.35 billion.

Officials said they hoped an influx of aid would help strengthen Ukraine's hand, should Zelensky decide it was time to negotiate.

A senior defense official said that while the United States will continue to supply weapons to Ukraine until Jan. 20, there may be funds left over for the new Trump administration to spend.

According to the Pentagon, there is also about $1.2 billion in long-term funding remaining under the Ukraine Security Assistance Initiative, which is being used to pay for arms contracts that will not be delivered until a year or more. Officials said the administration plans to release all of that money before the end of the calendar year.

Including the new program, the United States has provided more than $64 billion in security assistance to Ukraine since Russia's invasion in February 2022.
