UK-EU youth mobility plan is key to improving EU relations, senior diplomat says | Brexit

Keir Starmer's efforts to reset Britain's relationship with its European allies hinge on a UK-EU youth mobility plan, a senior diplomat has pointed out.

Germany's ambassador to the UK, Miguel Berger, said stability across Europe could be undermined if the allies failed to secure a number of clear measures demonstrating the concrete benefits of the relationship – a youth mobility plan.

Berger said that while Starmer seemed receptive to pressure from Eurosceptics and Britain's pro-Brexit newspapers, the plan was ultimately very simple.

Before Christmas, Conservative leader Kemi Badenoch criticized the Prime Minister for planning to give up hard-won Brexit freedoms.

When asked about his mobility plans in his last interview with Christmas to the Sun, Starmer said: Freedom of movement is a red line for us and our plans around free movement have been clear from the beginning. People were participating in discussions at any level.

Berger added that a treaty between the two countries could have been signed before the German election, but added: We need a new government that will work to implement this over the next few years, so it is better to wait.

He also said politicians from Germany's conservative Christian Democratic Union party had already visited British officials to see how important the German-British partnership was.

For Berger, this is important given that two NATO allies who appear to be sympathetic to Ukraine's security face the important task of working with the U.S. administration and Russia to ensure peace in Ukraine.

The task for the British government, for Germany and for all of us is to talk to the new US administration about how to engage with Russia.

Berger echoed comments Starmer made in a foreign policy speech in December, saying: We want to see Ukraine at the negotiating table. We want Ukraine to play a leading role. We will think about how to strengthen Ukraine. But this will obviously also depend on the new US government.

At the same time, we need to ensure that the major European countries are also involved in these negotiations because this is so important for our security over the next 15 to 20 years.

This means that in countries like the UK, Poland, France and Germany we all need to have a say in this. Because if the outcome is not what we want, it will have implications for our security.

Starmer is due to meet EU leaders at an informal summit next month, the first invitation Britain has received since the bitter battle over Brexit.

Berger's comments appear to be a sign that Starmer may have to agree to some concessions, such as on youth mobility, to secure economic benefits such as EU trade.
