Watch: Snow covers parts of New York and Nebraska

More than 60 million Americans are under winter weather alerts as a massive winter storm is expected to bring the heaviest snowfall and coldest temperatures in more than a decade.

Much of Canada and 30 U.S. states, from Kansas to the East Coast, are under weather alerts, the National Weather Service (NWS) said. Snowfall of 6 to 12 inches (15 to 30 cm) is expected from Ohio to Washington DC.

A state of emergency has been declared in Kentucky, Virginia, West Virginia, Kansas, Arkansas and Missouri. Even parts of normally mild Florida are expected to experience icy conditions.

Forecasters say these extreme weather conditions are caused by the polar vortex, an area of ​​cold air that circulates around the Arctic.

After covering the Central Plains, the storm is expected to hit the eastern coast of the United States on Sunday evening.

Parts of upstate New York have seen at least 3 feet of snow so far.

Washington DC is bracing for between 5 and 9 inches of snow. The city's mayor declared a snow emergency until at least Sunday evening.

Congress is scheduled to meet Monday afternoon to certify Donald Trump's victory in the U.S. presidential election three months ago, but it is unclear whether bad weather could delay some lawmakers' return to the capital after having left their constituency.

The Annapolis area near Baltimore, Maryland, could see 8 to 12 inches of snow, the NWS predicts.

Blizzard warnings were issued in Kansas, Missouri and Nebraska.

Parts of northern Missouri have already seen 14 inches of sleet and snow, while Kansas has had 10 inches.

“For locations in this region receiving the highest snow totals, this could be the heaviest snowfall in at least a decade,” the NWS said Sunday.

“This could lead to the coldest January for the United States since 2011,” said AccuWeather forecaster Dan DePodwin.

He added that “temperatures well below the historical average” could persist for a week. Temperatures 7 to 14°C (12 to 25 F) below normal are expected.

Serious travel delays are expected. Nearly 1,500 flights to and from the United States were canceled and nearly 5,000 more delayed, according to FlightAware.com.

Amtrak also canceled many train services.

American, Delta, Southwest and United airlines are waiving change fees for passengers due to potential flight disruptions.

Further north, Canadians are also feeling the effects of the polar vortex.

Much of Canada is under severe weather warnings this weekend with freezing temperatures across the country.

Some areas also experience snow squalls – sudden heavy snowfall accompanied by strong winds.

In central Manitoba, wind chills could drop temperatures to -40°C.

Meanwhile, parts of Ontario could see up to 15 inches of snow on Sunday.

Road conditions have already deteriorated, with accidents involving trucks and cars, as well as an overturned fire truck near Salina, Kansas.

“Whiteout conditions will make travel extremely dangerous, with impassable roads and a high risk of stranded motorists,” the NWS warned.

Meanwhile, severe thunderstorms capable of producing tornadoes will move east Sunday evening from Arkansas and Louisiana into Mississippi and Alabama, the NWS said.

“It's going to be a disaster, a potential disaster. It's something we haven't seen in a long time,” said private meteorologist Ryan Maue.
