WASHINGTON Today, the Treasury Department's Office of Foreign Assets Control (OFAC) issued Syrian General License (GL) 24 to expand authorizations for activities and transactions in Syria after December 8, 2024. This action highlights the United States' commitment to ensuring that U.S. sanctions do not impede activities aimed at meeting basic human needs, including the provision of public services or humanitarian assistance. This authorization is for a period of six months, with the American government continuing to monitor developments on the ground.

The end of Bashar al-Assad's brutal and repressive regime, backed by Russia and Iran, provides a unique opportunity for Syria and its people to rebuild, Deputy Treasury Secretary Wally Adeyemo said. During this transition period, Treasury will continue to support humanitarian assistance and responsible governance in Syria.

A NEW WAY FORWARD

Due to the Assad regime's brutality against the Syrian people, its support for terrorism, and its destabilizing actions in the region, Syria is one of OFAC's most heavily sanctioned jurisdictions. In light of the extraordinary circumstances and to support the Syrian people in building a more hopeful, secure, and peaceful future, the U.S. Department of the Treasury, through OFAC, is issuing GL 24 to ensure that sanctions do not hinder essential services and continuity. governance functions throughout Syria, including the provision of electricity, energy, water and sanitation.
